Program Manager (Contract Manager)
Alutiiq Operations Services, LLC has an exciting opportunity for a Program Manager (Contract Manager) supporting Tinker Air Force Base located in Oklahoma City, OK. The Program Manager (Contract Manager) serves as single point of contact (POC) for the Base Operations Support Services (BOSS) contract supporting customers and community with full responsibility of its engineering, maintenance, operations, and quality management programs. The Program Manager (Contract Manager) will serve as the functional lead supporting the installation Department of Public Works program(s), having full authority to act for the company on all contract matters relating to daily operations of the contract and assuring performance objectives and standards are met.
Responsibilities include:
Ensuring that work performed under the PWS meets all requirements and responsibilities.
Being ultimately responsible for all contract activities and performance and holding the requisite authority to make and implement decisions regarding contract performance and changes to the contract.
Establishing and sustaining an ongoing performance-based organization that applies best practices and continuous process improvement to achieve highest levels of service and significant cost savings.
Ensuring the customer's facilities are operated and maintained cost effectively, efficiently, and are in first-class condition. Directing and monitoring the performance of the BOSS staff, resolving problems and/or conflicts and maintaining open communication with staff, the customer, vendors, and other stakeholders.
Ensuring all documentation and deliverables are accurate, complete, and delivered on-time, developing/presenting formal presentations for various contract and corporate business requirements.
Tracking, analyzing, and trending project costs/overseeing the planning, budgeting, and financial process.
Ensuring compliance with training and certification requirements.
Serving as primary point of contact between the company and the Government for all contract performance matters.
Accomplishing contract objectives, planning, budgeting, overseeing and documenting all aspects of each specific contract section.
Working closely with management to make sure that the scope and direction of the contract is on schedule, and in conformance with the contract requirements.
Being directly accountable for and response of non-conformance reports and for legal compliance of contracting activities including relationships with subcontractors and suppliers.
Being accountable for P&L of the project, Safety and Health of contracted and subcontracted personnel and customer employees and visitors affected directly or indirectly by contract activities.
Being directly accountable for Environmental conservation and performance directly or indirectly related by contract activities.
Briefing Investigation reports to the U.S. Government after major losses.
Providing guidance and direction to finance and accounting, human resources, labor relations, training, security, safety, and environmental.
Assuming and performing other duties and responsibilities not specifically outlined herein but which are logically and properly inherent to the position.
Required qualifications and experience include:
A bachelor's degree or higher in business, engineering, or architectural disciplines, and a minimum of 10 years' management experience in facilities management.
Experience with General Fund Enterprise Business Systems (GFEBS) software.
Experience with RS Means cost estimating software is desired.
Proven ability to manage and coordinate activities of staff engaged in planning and scheduling of maintenance and repair work.
General knowledge of physical plant management including exposure to building systems, HVAC, plumbing and/or electrical.
Knowledge of management, research, budgeting, public administration, statutory requirements of municipal infrastructure facilities and systems as they apply to OSHA, EPA guidelines, etc.
Strong communication, briefing, and writing skills.
Outstanding teambuilding skills are required.
Secret Clearance Required
Must be a US Citizen
Preferred qualifications and experience include:
Project Management Professional (PMP) and/or Facilities Management Professional (FMP) certification desired.
Experience in a military environment required, U.S. Air Force preferred.
Experience managing a union workforce is highly preferred.
Salary range: $150,000 to $180,000 per year
