Job Description Summary:

JOB SUMMARY

Leads the engineering function of a high-performance operations responsible for asset reliability, maintenance excellence, utilities performance, security management, and successful delivery of capital projects aligned with long-range business strategy / Site Master Plan

Drives automation, IT/OT integration, and digital transformation initiatives to enhance operational efficiency, sustainability performance, product quality.

Ensure engineering practices comply with system (KORE, SPP, ISO) and regulatory requirements as well as align with Corporate Engineering strategies.

As a key member of the plant leadership team, set and track Business Plan targets and role modelling the expected culture and behaviours of the Company

As people manager, responsible for technical capability development Technical Capability Development, creating a multiskilled high performance team

PLANT MAINTENANCE

Manage effective and efficient preventive and repair maintenance programs for all plant facilities, utilities, and equipment, including calibration program and ensure availability of spare parts.

Applying a comprehensive maintenance strategy, to reduce breakdowns and increase asset lifespan. Remain at leading edge of maintenance best practice including benchmarking and use of appropriate support for monitoring.

Liaise with Production and OE function to deliver OEE improvements, as well as identify and implement ideas to support Value Creation.

Manage contractors and suppliers, making sure these external parties are in full compliance with system and regulatory requirements.

Ensure Plant Security program is updated and always maintained.

CAPEX PROJECT MANAGEMENT

Update Site Master Plan to ensure operations can fulfil future business needs.

Prepare and manage 3 years CAPEX cycle: identify and prioritize Capital Projects, as per business needs

Liaise with Finance Manager for RFA (Request for Authorization) database and LEC Genpact for asset updates.

Perform PMO role for project execution including post project review while adhering to SPP and LCOA requirements

Manage the identification and qualification of new suppliers/contractors, including price negotiation

Procure indirect materials and services required for new capital projects and plant operation

SYSTEM COMPLIANCE

Support the overall QSE Management System implementation, including but not limited to document management, internal audit, CAPA/RCA program, Change Management, Safety Program for both internal and external parties (contractors, vendors, service providers)

Become familiar with and comply with all applicable standards implemented in the plant such as KORE, ISO (9000, 14,000, OHSAS 18,000, 22000), SPP

Ensure full compliance with related SPP requirements in terms of operations’ internal control, including purchasing of indirect materials, develop programs and policy to ensure inventory accuracy of fixed assets and reconciliation.

Active participation in audit preparations, ensures the operations passes all audit requirements.

DEPARTMENT HEAD/PEOPLE MANAGER

Develop and manage the annual operating budget, ensuring effective control and tracking of engineering overhead costs and capital expenditures (CAPEX).

Drive vertical alignment of departmental and individual objectives and Plant, and establish clear priorities and monitor performance against defined targets.

Manage the full employee lifecycle, from recruitment and onboarding to development and offboarding, ensuring a stable and effective organizational structure.

Develop direct reports through regular performance enablement conversations, providing ongoing feedback, coaching, and guidance to build a multi-skilled, high-performing engineering team

Qualification & Requirements

Minimum bachelor’s degree majoring in Electrical / Mechanical Engineering.

Possess 5-7 years of working experience leading maintenance/engineering team with demonstrated success in building high-performing teams, driving accountability, and delivering measurable improvements. Proven ability to lead through change, develop talent, and foster a culture of continuous improvement and operational excellence.

Knowledge of local government safety requirements, rules and regulations.

Expertise and proficiency with basic office computer software, and the ability to learn how to effectively use maintenance database software.

Experience in water treatment, wastewater treatment, boiler, genset, compressor, is an advantage.

Digital Literacy and Data Fluency: Demonstrates strong understanding of manufacturing automation, IT/OT integration, and data analytics. Having the ability to Leverage digital tools and data-driven insights to enhance reliability, energy efficiency, asset lifecycle management, and overall plant performance.

Having a storytelling and communication skills, with the ability to translate complex technical concepts into clear and compelling messages

Excellent written and spoken English, capable of delivering high-quality reports, narratives, business cases, and executive presentations to diverse stakeholders
