PURPOSE
According to prescribed policies and procedures of the organization including all applicable state, federal and accreditation regulations and reporting to the Regional Director the incumbent supports the operational, financial, and compliance aspects of the property while also serving as the primary coordinator for Housing Authority (HA) programs, Continuum of Care (CoC) partnerships, and related subsidy or supportive-service workflows.
ESSENTIAL FUNCTIONS
Housing Authority (HA) Program Coordination & Application Processing
Serve as primary contact for Housing Authority regarding applications, approvals, corrections, and subsidy variances.
Assist with the review, organization, and processing of housing applications submitted to the Housing Authority
Track application status and follow up on pending approvals, documentation, and eligibility requirements
Ensure all applications comply with Housing Authority guidelines, program rules, and fair housing regulations
Communicate with Housing Authority representatives regarding application updates, corrections, approvals
Primary point of contact to address subsidy variances
Maintain accurate and confidential applicant files and records
Continuum of Care (CoC) Oversight & Coordination
Coordinate with CoC case managers, service providers, and referral partners.
Ensure accurate eligibility verification and compliance with CoC program requirements.
Track program outcomes, renewals, and re-certifications.
Support HMIS-related documentation and reporting.
Above tasks are coordinated with the NCR services leadership
Leasing & Occupancy Management
Conduct leasing activities including tours, application reviews, eligibility verification, and lease signing.
Ensure adherence to Tenant Selection Plan, House Rules, and eligibility requirements.
Support marketing efforts to maintain occupancy.
Implement resident retention practices.
Property Operations & Compliance
Support day-to-day operations ensuring compliance with HUD, LIHTC, fair housing, and organizational policies.
Maintain organized and compliant resident files, waiting lists, certifications, and documentation records.
Assist with annual inspections, State Agency reviews, MOR audits, and REAC preparation.
Monitor property performance indicators including occupancy and housekeeping standards.
May act as the on-site lead in the Property Manager’s absence.
Resident Relations & Support
Provide excellent customer service to residents, prospects, and program partners.
Respond to inquiries and concerns in a timely and professional manner.
Support conflict resolution and compliance with resident rights policies.
Foster a positive, respectful, mission-aligned environment.
Financial & Vendor Support
Review and enter vendor invoices for timely payment.
Assist with budget tracking, rent collection, subsidy posting, and reporting.
Monitor subsidy receivables and support variance resolution.
Support reserve processes and finance documentation.

With respect to Resident Rights, ensure all care is provided with respect and dignity for the residents/clients, their families and the staff. Reports all complaints made by residents/clients and/or families to the appropriate supervisors, reports all allegations of abuse, misappropriation of funds/resident property and/or any other corporate compliance, drug free workplace, safe work practices, all federal, state and local regulations and laws.
Completes all annual education requirements timely, including but not limited to Compliance, Privacy, Security and HIPAA training and exhibits behavior as set forth by the Code of Conduct in the performance of their duties.

JOB SPECIFICATION SHEET— <INSERT TITLE>
Education: Must have high school diploma or equivalent.
Experience: 2–3 years of experience in property management or affordable housing. Experience with Housing Authority programs (HCV, PBV, etc.) preferred.
Mental: Must have excellent communication, comprehension, and interpersonal skills. Must have the ability to speak, read, write and understand English, as well as the ability to make self-understood.
Skills: Must have good working computer skills with basic professional computer software (Microsoft Office suite, Windows, etc.) and the capacity for learning new software systems quickly. Must be self-directed with excellent organizational skills and the ability to manage tasks and assignments concurrently. Must be knowledgeable and adhere to fair housing laws. Knowledge of HUD/LIHTC leasing, vendor & invoice systems, stakeholder management.
Travel: Up to 50%, regular travel to assigned properties.
Licensure: Must have a valid driver’s license, automobile insurance and qualified to drive under the organization’s motor vehicle check.
Vision: Normal: Consistent with standard workflow.

Working Conditions: Office based. Due to occasional work in long term care facilities, exposure to some disagreeable conditions such as noise, odors, illness, infection and physical contact with disruptive residents
Consequences of Errors: Limited monetary responsibility.
Supervision Received: General supervision: Employee generally operates by himself/herself checking with supervisor when in doubt.
