Basic Functions

In collaboration with the human resources team with a focus on DEI best practices and as directed by department management, the HR Project Specialist will perform a variety of specialized and technical duties to support, develop and improve human resources functions, processes and activities related to one or more functional areas of human resource management. This position may require physical presence on-campus and does not have any direct reports. This is a temporary assignment.

Work Schedule and Salary: Monday-Friday 8am-4:30pm

Flexible work schedule: 20-40 hours per week @ $31.50/hour

Location: This position will primarily work on campus however, may occasionally work remotely on department needs and district protocols.

Representative Duties

Support HR staff with special projects and tasks; develop solutions and establish timelines, costs, and staffing needs for projects.

Develop position announcements; recruitment timelines, communication and training materials as needed for committee members or campus constituents.

Utilize HR technology systems and software to complete assigned tasks and generate related reports as required. Prepare and maintain a variety of files, records and reports.

Assist the Human Resources staff in designing recruitment and marketing strategies centered on the principles of diversity, equity and inclusion.

Assist with the development of social media and online recruitment and marketing strategies for employment opportunities; ensure maximum outreach in support of districts Equal Employment Opportunities (EEO) goals and diversity initiatives.

Assist with classification and compensation functions and responsibilities, including classification reviews, salary surveys, analysis and provide recommendations as requested; assist in the development of job descriptions and other related duties.

Coordinate and conduct salary studies; collect and analyze salary data; make recommendations and presentations for appropriate placement of classifications on salary schedules; prepare and present related reports.

Develop and review position announcements, advertisements, web postings, etc., to ensure accuracy and appropriateness of targeted recruitment sources; review and screen employment applications and monitor employment certifications as necessary.

Gather requested data, conduct research and analyze information to inform district and aid in decision making related to EEO efforts, goals and objectives.

Sensitivity to and understanding of the diverse academic, socio-economic, cultural, disability, and ethnic backgrounds of Community College Students.

Independently conduct research by gathering data and other information related to emerging topics to include legal updates required for district policies and procedures; assist administration with drafting new or revising current board policies and administrative procedures.

Training development for hiring committee members

OTHER DUTIES:

Education and Experience

Any combination equivalent to: college level coursework in business, human resources or related field and three years increasingly responsible human resources or related experience to include a specialization in diversity and equity driven recruitment practice

Preferred Qualifications:

Experience in a public agency preferably in the California Community College system.

2+ years experience in recruitment and marketing

KNOWLEDGE AND ABILITIES:

Current laws, codes, regulations and rules related to certificated faculty and staff.

Human resources recruitment and related office functions, practices and procedures.

Applicable laws, codes, regulations, policies and procedures.

Operations, policies and objectives relating to human resources activities.

Correct English usage, grammar, spelling, punctuation and vocabulary.

Oral and written communication skills. Interpersonal skills using tact, patience and courtesy. Operation of a computer and assigned software.

Technical aspects of the field of specialty.

Data entry and retrieval techniques. Mathematical computations.

ABILITY TO:

Perform a variety of complex technical duties in the recruitment for and monitoring of academic assignments.

Analyze transcripts for required degrees, upper graduate level coursework and other related requirements.

Interpret, apply, explain and assure compliance with rules, regulations, policies and procedures. Perform a variety of technical duties in support of human resources operations and activities. Oversee and participate in the recruitment, screening and processing of new personnel. Distribute, screen and process employment applications and other personnel-related documents.

Maintain confidentiality of sensitive and privileged information. Compose correspondence and written materials independently.

Establish and maintain cooperative and effective working relationships with others.

Meet schedules and timelines.

Complete work with many interruptions.

Determine appropriate action within clearly defined guidelines.

Make mathematical computations with speed and accuracy.
