COMMUNICATIONS SUPERVISOR / TERMINAL AGENCY COORDINATOR (TAC)

Reports To: Support Services Lieutenant
Supervisory Responsibility: Direct supervision of all dispatch personnel and oversight of CJIS compliance.
NATURE OF WORK
The Communications Manager / Terminal Agency Coordinator (TAC) serves as the executive-level leader responsible for overseeing all dispatch and public safety telecommunications operations for the Vernon Police Department. This position provides direct supervision, leadership, and operational management of the Communications Division, ensuring efficient emergency response coordination, officer safety, regulatory compliance, and professional service delivery.
As the department's designated Terminal Agency Coordinator (TAC), this position ensures full compliance with Texas Department of Public Safety (DPS) and FBI Criminal Justice Information Services (CJIS) Security Policy standards. The Communications Manager oversees TLETS operations, conducts audits and validations, manages certifications, and serves as the primary liaison with the DPS CJIS Systems Agency.
This role requires demonstrated leadership experience, advanced knowledge of public safety communications systems, and the ability to manage personnel, policy implementation, training standards, scheduling, budgeting input, and quality assurance. The Communications Manager must foster a culture of professionalism, accountability, and continuous improvement while ensuring the highest standards of confidentiality and operational excellence.
ESSENTIAL FUNCTIONS OF THE POSITION
Telecommunicators/TAC/Supervisors with the Vernon Police Department are responsible for performing a wide range of telecommunication duties with professionalism, integrity, and sound judgment. Essential job functions include:
Provide leadership and direct supervision to all dispatch personnel.
Develop, implement, and enforce communications division policies and procedures.
Oversee scheduling, staffing levels, performance evaluations, and training development.
Ensure efficient and effective handling of 911 emergency and non-emergency calls.
Maintain oversight of CAD, RMS, radio systems, and telecommunications infrastructure.
Serve as Terminal Agency Coordinator (TAC) ensuring CJIS, TCIC, NCIC, and TLETS compliance.
Conduct required record validations, audits, and CJIS security reviews.
Ensure all personnel maintain required TCOLE telecommunicator licenses and CJIS certifications.
Provide quality assurance review of calls, dispatch performance, and documentation.
Monitor officer safety protocols and communications best practices.
Assist command staff with strategic planning, budgeting input, and technology upgrades.
Maintain strict confidentiality of criminal justice information.
Respond to major incidents and provide supervisory coordination when necessary.
Maintain professional conduct that reflects positively on the Vernon Police Department.
REQUIREMENTS OF THE JOB
Telecommunicators/TAC/Supervisors must possess the knowledge, skills, and physical ability necessary to perform essential law enforcement duties. Requirements include:
Comprehensive knowledge of public safety telecommunications operations.
Extensive knowledge of TLETS, TCIC, NCIC, and CJIS Security Policy requirements.
Demonstrated leadership and supervisory ability.
Ability to manage personnel performance and promote accountability.
Ability to communicate clearly and effectively, both verbally and in writing.
Ability to analyze operational challenges and implement solutions.
Ability to maintain strict confidentiality and safeguard sensitive information.
Ability to work extended hours or respond during emergencies when required.
MINIMUM TRAINING AND EXPERIENCE REQUIRED
Licensing Requirements
Must currently hold a valid Texas Commission on Law Enforcement (TCOLE) Telecommunicator License.
Must be eligible to serve as Terminal Agency Coordinator (TAC) under DPS CJIS guidelines.
Experience Requirements
Minimum of five (5) years of experience as a public safety dispatcher preferred.
Minimum of one (1) year experience serving as a Terminal Agency Coordinator (TAC) preferred.
Previous supervisory or leadership experience strongly preferred.

Cannot be currently charged with any criminal offense
Cannot have been convicted of family violence
Cannot be prohibited by state or federal law from carrying a firearm
Applicants must successfully complete a comprehensive background investigation including employment history, criminal history, driving record, references, and credit review.
Medical & Drug Screening
Must pass pre-employment drug screening.
PROBATIONARY PERIOD
Newly hired employees are subject to a probationary period as established by City of Vernon personnel policy. Successful completion of probation is required for continued employment.
