Office of Employee and Business Services
The Office of Employee and Business Services (OEBS) provides customer service and operational support to ODJFS through five bureaus: Business Services, Civil Rights and Labor Relations, Human Resources, Multimedia Services, and Training and Educational Services. What You Will Do
You will lead training and educational services for the agency, focusing on leadership development, technical skills, and organizational change management. You’ll help ODJFS state and county staff build skills and careers through training and other tools. You’ll oversee the agency’s learning management system and provide training consultation services to state and county employees. You’ll also play a key role in guiding staff through organizational transitions.
You’ll collaborate with other Office of Employee and Business Services leaders to deliver exceptional customer service and administrative support to ODJFS programs, employees, and the public.
Job Duties
Lead and support a team of training professionals.
Serve as a subject matter expert in training for state and county employees.
Promote continuous learning and career growth in state service.
Conduct training needs assessments for agency leaders and supervisors.
Sponsor and support agency-wide organizational change management initiatives and projects.
Review and approve learning objectives, assessments, and materials to ensure quality and consistency.
Ensure compliance with state, legal, and administrative training requirements.
Analyze and report on agency training and educational strategies.
Provide consultation services on curriculum design, training strategy, policy implementation, training plans, the creation of job aids and technical assistance, and performance improvement.
Organize large-scale in-person and virtual training events.
Manage team performance, set goals, track progress, and oversee assignments for training staff.
Preferred Qualifications
We are looking for an individual with skills in facilitation, training, communication, collaboration, and adaptability. We prefer a candidate with an Organizational Change Management (OCM) Certification from a recognized provider such as:
Prosci (ADKAR® model)
Association of Change Management Professionals (ACMP) – Certified Change Management Professional (CCMP)
APMG International – Change Management Foundation or Practitioner
Kotter Change Certification
Avaap Change Management Lead Certification
Or an equivalent, industry-recognized OCM credential
Schedule: Full-time
Hours: Standard workdays are Monday through Friday. Hours are between 7:00 a.m. and 6:00 p.m.
Location: Rhodes State Officer Tower - 30 E Broad Street, Columbus, OH 43215
Travel: Occasional travel within the state of Ohio.

The ideal candidate, at minimum, must have the following:
Option 1:
48 months training or 48 months experience in delivery of employment & training related government programs, community or private industry human resource programs
AND 24 months training or 24 months experience in supervisory principles/techniques
AND 12 months training or 12 months experience in managerial principles/techniques
Option 2:
Completion of undergraduate core program in public or business administration, social science, or human resource management
AND 24 months training or 24 months experience in supervisory principles/techniques
AND 24 months training or 24 months experience in managerial principles/techniques
Option 3:
12 months experience as ODJFS Program Administrator 1, 64291.
Or
Equivalent of minimum class qualifications for employment noted above.

Pay Information
This position is in the State of Ohio’s E1 Pay Schedule, Pay Range 16. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $47.50 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
