Title: Program/Project Manager (contingent 034)

Location: Aberdeen Proving Ground, MD

Security Clearance: Secret clearance is required

Duties and Responsibilities:

The Program/Project Manager is responsible for managing and executing the daily operation of assigned program(s) and serves as the primary customer point of contact. This individual is also responsible for planning program schedules and budgets with appropriate functional managers and that target profit margins are achieved.

Responsible for delivering programmatic oversight and operational systems support to CPE and PEO IEW&S in support of high priority exercises and demonstrations to include, but not limited to, Project Convergence, Defender, and MDO Live.

The individual must have demonstrated experience with communicating complex technologies and program challenges to senior leadership and conducting forums with senior leaders to independently review program technologies.

Coordinates cross-program and cross-domain integration for CPE IEW&S (Intelligence, Electronic Warfare, and Sensors), ensuring coherent capability development across sensors, EW, cyber, PNT, and space/cyber.

Manages integration forums, working groups, and technical/battle rhythm events to align requirements, schedules, dependencies, and risk across PD/PM offices.

Provide subject matter expertise in coordination, planning, and execution of CPE IEW&S equipment and personnel involvement in high priority military exercises and demonstrations.

Act as liaison for the CPE and associated PMs in meetings and planning events associated with these exercises.

Attend exercise planning meetings and communicate CPE IEW&S priorities to stakeholders CUI.

Coordinate with CPE and PM Leadership on planning and execution of these events and provide feedback on technical/operational issues, challenges, and opportunities associated with systems managed by CPE IEW&S.

Prepare, review, and update the program documentation supporting the acquisition process to include:

documents required by laws, regulations, directives, and policies such as the U.S. Code Title 10 DODD 5000.01, DoDI 5000.02, DoDI 8500.01 (Cybersecurity), DoDI 8510.01 RMF for DoD, Information IT), and AR 70-1.

The PM is also responsible for reporting program status to senior management on a regular basis. The Program Manager represents the company to our customers and provides the leadership required to ensure that the team achieves its objectives.

Must have a solid understanding of and knowledge of U.S. Federal Government contracting and procurement process.

Represents Company at various customer or sponsored meetings.

Maintains and promotes exceptional customer relationships.

Coordinates work tasks with customer representatives.

Responsible and accountable for the Program's cost, schedule, and performance- both financial and CPARs.

Directs and monitors results for meeting customer requirements, specifications, quality standards.

Ensures reporting and data deliverables are prepared and submitted IAW contract data requirements list (CDRL) items.

Monitors and prepares budget expenditures and justifications with financial controls to adhere to program budgets.

Possesses a comprehensive background in operations management, program analysis, logistics, strategic planning, process improvement, resource management, team building, problem-solving, and cross-functional leadership.

Keeps customer and internal leadership informed on status and progress of assigned tasks.

Knowledgeable of the program acquisition life cycle process.

Must have a clear understanding of proposals processes and guidelines.

Experience in interfacing directly with the government designated representatives and supervising various task order activities is also required.

Individual must comply with all ISO Standards and requirements.

Adhere to company's AS9100 and QMS policies, procedures, and guidelines.

Will perform other duties as assigned.

Preferred:

Program Management Professional (PMP) Training/Certification is a plus.

Prior military service is preferred, not required.

Skills:

Must be able to work independently and detail oriented and organized

Excellent customer service experience and communication skills.

Strong writing and computer skills are essential.

Proficient in MS Word, Excel, PowerPoint, SharePoint, and other required software.

Ability to interface professionally with all levels, both internally and externally.

Excellent organizational skills and attention to detail.

Ability to work under short deadlines and multi-task.

Must understand and comply with all company policies and procedures and maintain the required level of security clearance.

Education and Experience:

Bachelor's degree and A minimum of fourteen (14) years' experience managing government programs is required of which one (1) year must be supervisory.

Substitution: A minimum of 10 years' experience managing government programs, of which one (1) year must be supervisory, is acceptable for candidates possessing a PMP certification.

A secret security clearance is required
