WHO WE ARE LOOKING FOR
The Department of Housing and Community Affairs (DHCA) is currently recruiting a Program Manager II to join its Licensing and Registration team. This team issues licenses for all residential rental housing properties, including apartments, condominiums, single-family homes, and accessory dwelling units (ADUs), and registers common ownership communities. The Program Manager II will administer and supervise a team of five Program Specialists while overseeing day-to-day program operations. This role plays a vital part in ensuring the effective licensing and registration of residential rental housing properties, bed and breakfasts, short-term residential rentals, and common ownership communities throughout Montgomery County.
What You'll Be Doing
The Program Manager II for the Licensing and Registration (L&R) section is responsible for planning, directing, and managing complex licensing, registration, and compliance programs that support the County’s residential rental housing, short-term rental, and common ownership community regulations.
Provide operational oversight to ensure the effective administration, implementation, and enforcement of County laws, policies, and procedures related to housing licensing and registration.
Supervise Licensing and Registration Unit staff, including oversight of daily operations and performance.
Oversee licensing activities and revenue collections to ensure accuracy, compliance, and accountability.
Support the Licensing Manager in developing and implementing program policies, standard operating procedures, and performance metrics.
Design and implement programs and initiatives to increase compliance with licensing and registration laws.
Oversee the County’s monitoring program to ensure compliance with the Maryland Department of the Environment’s Lead Poisoning Prevention Program.
Manage DHCA’s Annual Rental Facility Survey and prepare the Annual Rental Facility Report.
Analyze program data and trends to inform decision-making and prepare reports for senior management, County Stat, the County Council, other County agencies, and relevant stakeholders.
Collaborate with the Department's information technology staff to develop and implement enhancements to Oracle databases and design new automated processes.
Review and evaluate unit workflows to improve productivity, efficiency, and service delivery.
Minimum Qualifications
Experience: 5 Years of experience in Housing, property management, or urban planning, with at least two years in supervision.
Education: Graduation from an accredited college or university with a bachelor’s degree.
Equivalency: An equivalent combination of education and experience may be substituted.
Financial Disclosure Statement: This position is designated as one that requires filing a Financial Disclosure Statement and you will be required to disclose information about your financial affairs.
Medical Exam Protocol: This position requires completion of a pre-employment Medical History Form to assess your ability to safely perform the essential duties of the role.
Preferred Criteria, Interview Preferences

Experience in using Oracle e-Business accounts to perform transactions such as accounts receivable, billing, and collection.
Experience in survey development and implementation for collection of housing data.
Experience in using SQL server, MicrosoftAzureand Oracle databases to generate and develop reports.
Experience in preparing andwritingtechnical reports, policies, and procedures.
Experience in applying local and state laws as related to rental housing and zoning regulations.
Experience in rental housing program management.
Experience in program analysis.
Experience in customer service satisfaction and relationship building.
