Job Title: Data Analyst (Internal Designation – Data Analyst I)

Status: Full-time

Department: Business Process Management and Data Analytics

Reports To: Business Process Manager

Location: Guam

Summary/Objective

Pacific Federal Management (PFM) is seeking a highly motivated and detail-oriented Data Analyst to join the Business Process Management and Data Analytics Department.

As the Data Analyst, you will be responsible for designing, building, and maintaining end to end data solutions that drive continuous improvement across the organization. Your primary responsibilities will include data collection, validation, automation, analysis and report generation for various departments as well as streamlining databases and creating and managing dashboards to ensure that stakeholders have accurate and timely insights to inform business decisions. This role demands close collaboration with the Business Process Manager and other analysts on the team to streamline data workflows, safeguard sensitive information, and deliver accurate reports.

Essential Functions

Researches, develops, and/or constructs a variety of data management systems.

Builds the entire data handling lifecycle, defining end to end workflows for data ingestion, processing, storage, access and reporting.

Conducts periodic comprehensive data audits and system assessments and monitors system performance and user feedback to identify gaps, inconsistencies, and opportunities for automation and efficiency.

Prepares and presents reports and submits recommendations regarding future courses of action and the development of systems and programs.

Presents reports on analytical findings to include executive summaries, charts, tables, and graphs to aid in decision making, strategic planning, and continuous process improvement.

Collaborates with department stakeholders to gather requirements and tailor data handling systems that reconcile departmental needs with company objectives.

Streamlines data collection methods, analyzes collected data and builds dashboards to organize gathered data and make it accessible to relevant stakeholders.

Maintains comprehensive data governance policies, metadata standards, and process documentation.

Ensures data security and confidentiality by defining access controls and anonymization workflows for sensitive datasets.

Designs and uses relational database structures to integrate data across multiple systems and departments.

Performs other duties as assigned.

Competencies and Basic Requirements

Bachelor’s degree in Data Science, Mathematics, Business Administration, Management or a related field

Proficiency in SQL, R, JavaScript, and HTML; Python experience a plus

Proficiency in Excel/Google Sheets (including VBA or Google Apps Scripts for automation)

Familiarity with database management concepts (relational databases, normalization, indexing, partitioning)

Practical experience with process mapping and workflow modeling techniques

Experience in data dashboard creation (Looker Studio or Power BI) a plus

Strong analytical mindset with the ability to translate complex data into actionable insights

Strong communication and presentation skills, capable of explaining technical concepts to all levels of stakeholders

Ability to work effectively in a team environment and collaborate with cross-functional teams

Self-motivated and eager to learn new technologies and tools

Supervisory Responsibility

This position does not have direct reporting/supervisory responsibilities.

Work Environment

Prolonged periods of sitting at a desk and working on a computer.

Must be able to lift 15 pounds at times.

Frequent travel to other work sites.

Travel

No travel is expected for this position.
