General Description:
Under general supervision, provides professional engineering work as required for the planning, design, construction and maintenance of the District water and wastewater facilities; administers agreements and contracts; performs hydrologic forecasting and watershed management; performs and/or coordinates periodic inspections of construction projects; reviews water and wastewater system design and modeling performed by others; prepares and administers grant and loan applications and programs; participates in budgeting activities; provides technical assistance to other District departments, and performs other related duties as assigned.
Class Characteristics:
Assistant Engineer is the entry level, unlicensed, class in this series. This class may receive technical and/or functional supervision from any higher class in the series, and direct supervision from the Senior Civil Engineer or District Engineer. Incumbents perform more routine tasks and duties assigned to positions within the series. As experience is gained, may perform more varied or complex tasks. Employees at this level are not expected to perform with the same independence of direction or judgement on matters allocated to the Associate, Civil or Senior Civil Engineer levels. This class may be alternately staffed with Associate or Civil Engineer, and incumbents may advance after gaining experience, and consistently performing work of the higher-level class.
Associate Engineer is the second level class in the series. This class may receive technical and/or functional supervision from any higher class in the series, and general supervision and direction from the Senior Civil Engineer or District Engineer. Incumbents perform a variety of tasks and duties assigned to positions within the series with more independence and judgement. This class may be alternately staffed with Civil Engineer or Senior Civil Engineer, and incumbents may advance after gaining experience, becoming a licensed professional civil engineer, and consistently performing work of the higher-level class.
Civil Engineer is the journey level and first licensed professional civil engineer in the series. This class receives technical, functional, general supervision and direction from the Senior Civil Engineer or District Engineer. Incumbents are assigned the full range of professional duties and perform them with more independence and judgement than Associate Engineer receiving only occasional instruction or assistance as new or unusual situations arise and are fully cognizant of the operating procedures and policies of the District. This class may be alternately staffed with Senior Civil Engineer, and incumbents may advance after gaining experience, demonstrating leadership competency, and consistently performing work of the higher-level class.
Senior Civil Engineer is the highest level in the series and may perform full first-line supervisory responsibilities over other engineers and engineering technical staff, and significant specialized duties including planning, assigning, and evaluating the work or subordinates, and undertakes responsibility and leadership for major projects from initial planning through construction completion or program areas withing the department from concept to full implementation. This class may exercise functional, technical, and general supervision and direction over other engineers in the series and receives technical, functional, and general supervision and direction from the District Engineer or the General Manager.
Essential Functions: –Essential responsibilities and duties may include, but are not limited to, the following:
Perform contract administration assuring compliance with contract provisions; records administration, documentation and retention; perform and/or coordinate project inspections; interface with contractors; recommend and/or review project change orders.
Administer water and sewer service agreements for compliance with agreement provisions.
Assist in planning and directing the work of engineering personnel in long- and short-range planning for water and sewer service.
Design and prepare engineering plans utilizing computer aided design and drafting.
Perform engineering calculations and preparation of quantity and cost estimates for District water and wastewater facilities.
Review facility and pipeline designs for compliance with District, AWWA, and regulatory standards and specifications.
Administer consulting contracts including preparation of requests for qualifications/proposals; perform various project management activities including project-set-up with the Finance Department; monitor contract progress and approve payments; request additional funds in accordance with District policies and procedures.
Assist with developing and/or updating the District’s design and construction standards for water and wastewater system facilities, structures, and appurtenances; ensure these are issued to responsible parties inside and outside of the District who require their use.
Prepare and administer grant and loan applications and programs for District projects, plans, and studies.
Monitor and administer regulatory compliance related to District water and wastewater systems.
Compile and analyze data related to water system and wastewater systems, utilizing computer modeling and prepare technical reports.
Provide a variety of technical engineering support to engineering and other departments within the District.
Attend and participate in seminars, workshops, and/or training programs to continue to develop technical skills, as requested, in AutoCAD Civil 3D, GIS, GPS, Water and Sewer System Modeling Software, Microsoft Office Project, pumps, hydraulics, water balances, permits, and other fundamental engineering calculations and procedures as needed. May require out of town and/or overnight travel.
Regular attendance and adherence to prescribed work schedule to conduct job responsibilities.
Establish and maintain an effective and cooperative working relationship and communication with those contacted in the course of work, including coworkers, through knowledge of work, personal and professional conduct and good judgment.
Appropriately apply the California Environmental Quality Act and the National Environmental Protection Act as they relate to projects.
Prepare and deliver staff reports and presentations to the District Board of Directors.
Prepare easement deeds and negotiate agreements for land use with private property owners.
Assist District consultants in securing permits from resource agencies for capital improvements.
Additionally, specific to the Civil Engineer and Senior Civil Engineer levels:
Evaluate and approve design changes, specifications, and drawing releases, including approving change orders, in accordance with District policies and procedures.
Develop, review and evaluate conditions, capabilities, and capacities of the District’s water and wastewater systems, treatment plants and facilities including distribution and collection, for analysis and budgeting of the District’s capital improvement program.
Coordinate projects and operations including engineering planning, design, review, analysis, process improvement plans and related work as required.
Update calculations for capacity charges and connection fees based on cost of construction for various components of water and wastewater system infrastructure.

Knowledge of:
Principles, practices and methods of civil engineering as applied to the planning, design, and construction of water, wastewater, and hydroelectric systems and related structures, including pumps, pressure regulators and diversion structures.
Design principles, strength of materials and stress analysis required in planning District facilities.
Structural engineering, surveying, hydraulics and engineering economics as they apply to the design of collection, transmission, treatment and disposal facilities for water and wastewater systems.
Methods and techniques for short and long-range planning.
Federal, state, regional and local laws, policies, regulations and guidelines regarding water quality, wastewater management, small hydroelectric development, and environmental assessment.
Contract negotiation and administration, project management, and supervision.
Regulatory programs for water and wastewater systems in the state of California.
Proficient in the following computer software applications: Microsoft Word, Microsoft Excel, and computer aided design using AutoCAD Civil 3D, ARCGIS (desirable).
Working knowledge of the California Environmental Quality Act and the National Environmental Protection Act.
Safe work methods and safety precautions as related to the job.
For the Senior Engineer: Principles of organization, administration, personnel management including supervision, training and performance evaluation.
Ability to:

Outside: Occasionally drives a vehicle and performs assigned duties in a variety of weather conditions ranging from snow to 100 degrees +F.
Inside: The majority of the job activities are performed indoors in a temperature-controlled environment.
Fumes/Gasses: Occasional exposure to various vapors from internal combustion engines.
Noise/Vibration: Minimal exposure to noise generated from the operation of office equipment. Moderate exposure to noise and vibrations generated by mechanical equipment and tools.
Education and Experience - Any combination of education and experience which would likely provide the necessary knowledge and abilities is qualifying:
All incumbents in this classification shall possess and maintain a bachelor’s degree (B.S.) in Engineering from an accredited four-year college or university, and a valid California driver license with a satisfactory driving record.
Assistant Engineer:
Possession of a Civil Engineer in Training (EIT) Certificate is desired.
One year of related experience is desired.
Associate Engineer:
Possession of a Civil Engineer in Training (EIT) Certificate is required and ability to obtain P.E. Civil Engineer License within two (2) years. Persons registered outside of California, are encouraged to become registered by the State of California within 18 months of hire. Persons having a P.E. Civil Engineer license with no experience in designing underground utilities are also eligible to enter at this level.
A minimum of two (2) years of progressively responsible engineering experience. Experience in designing underground utility systems, preferably water and/or wastewater with a public agency is desired.
Civil Engineer:
P.E. Civil Engineer License (in good standing) required. Persons registered outside of California with qualifying experience are eligible to enter at this level and are encouraged to become registered by the State of California within 18 months of hire.
A minimum of six (6) years of progressively responsible engineering experience with at least four (4) years similar or equivalent to that of Associate Engineer with Tuolumne Utilities District.
Senior Civil Engineer:
P.E. Civil Engineer License (in good standing) required.
A minimum of ten (10) years of progressively responsible associate engineering experience in water and/or wastewater utility with at least five (5) years equivalent to that of Civil Engineer with Tuolumne Utilities District.
Demonstrated leadership competency.
Work Hours:
Flexible schedule between 6:30 a.m. to 4:30 p.m., Monday through Friday. Subject to change, as required to meet the needs of the District.
Non-exempt: Must be willing to work overtime and/or alternate schedule when required.
Exempt (Senior Civil Engineer): Must be willing to work the regular schedule and any additional hours necessary to effectively fulfill the full range of duties of the position.of the position.
