I am seeking a Senior Executive Position with Project Development/Management and Engineering accountability for the development of multi-discipline grassroots capital projects. The ideal position will involve an international scope, hired on a contract basis requiring technical and financial accountability for the overall project from inception through to completion and hand-over, preferably as a company EPCM Representative.
I am a Senior Project Director/Client Representative, with more than twenty-five years professional experience in assuming responsibility for completing mega grassroots capital projects. I have a Master of Science degree from the University of Minnesota, and have completed numerous post-graduate courses in management and finances. My professional works have included managing feasibility studies, design, engineering, construction management and project management. I have worked internationally for the past twenty years, and have completed projects successfully in Asia, Africa, the Middle East and the USA.
KEY MANAGEMENT EXPERTISE
Over the past twenty-five years, I have become an expert in mega grassroots project development, and have successfully completed a number of projects valued in excess of 800 million US dollars, with the largest being valued in excess of US 1.2 billion, all starting from the design phase through to completion and handover. These projects were all completed for international organizations in developing countries where the management of diverse groups and many international consultants were absolutely mandatory to complete the project goals and objectives. Specifically I have mastered key management task outlined below:

• Ability to set-up a value engineering program from project inception to maximize overall benefit
Over twenty year’s international diversified engineering and management experience, with the last twenty years in International Project Management. Duties involved total project responsibility for strategic & operations planning, joint-venture formations & management, project evaluation, design, engineering, procurement, construction management and commissioning. Have managed and developed successful projects in both the private and government sectors. Presently hold active US Top Secret Security Clearance, and active permit to live and work in Indonesia, Thailand and Canada.

2000-Present-Gerson Lehrman Group Energy Council Member, Staff Project Consultant; providing technical advice and Project Management Services to group clients on an as needed basis. Have provided reports on such topics as the LNG world market for newspaper and magazine clients, including reports on the worldwide energy status, worldwide refining capacity and other study data concerning the oil and gas plus petrochemical markets.
2009-2011-Management Consultant to PT North Java Sea in Indonesia. Served as Senior Project Manager, responsible for managing the specialty expatriate and local staff in the preparation of the implementation proposal, and tender packages for submittal to ExxonMobil in the development of their Central Java onshore project. Also managed setting up and preparation of the feasibility study and cost estimate for the re-development of the Arun Gas Field for presentation to the Local Aceh Government. Both proposals were completed as scheduled and submitted for evaluation.
2009-Management Consultant to the Abidjan Office of the African Development Bank responsible for preparing the technical proposal for a grassroots refinery in Ivory Coast. Responsible for evaluating and recommending various refining & processing technologies to use in the project. Also as a subsequent add on project, I prepared the tender package for the transfer pipeline from Ghana to the Ivory Coast border transfer station.
2004-2008-Management Consultant to the United States Government Department of State, Bureau of Overseas Buildings Operations. Served as Managing Director responsible for the overall leadership and coordination of the planning, design, engineering, construction and accreditation of the US Embassy Compound in Baghdad, Iraq. Project cost in excess of USD 700 million. Completed within budget and on schedule. Managed to be the only major project successfully designed and built in Iraq during wartime, with the distinction of being built on schedule and within budget. During the process, we changed the manner in which the state department projects are build overseas, and actually used US Union labor workers to pre-fabricate major portions of the facility and transported to Iraq for Installation.
2004-Consultant to EEOC responsible for evaluating Ghana Iron Ore deposits for commercial development and preparing the feasibility study to set-up a 100,000 bpd oil refinery based on crude from Nigeria though a pipeline between Nigeria and Ghana. Responsible for managing the Government study group in choosing the proper licensor for each system that would be both efficient and all the maximum employment of local professional staff. This project was funded in the US, and work performed at the New Orleans PMSI office.
2002-Consultant Project Manager for the refurbishment of PERTAMINA offshore drilling rigs. I was responsible for managing the group charged with overseeing the contractors both in Singapore and Indonesia, including the local staff in Indonesia responsible for commissioning, staffing and stocking prior to the deployment. I managed the onshore rig deployment after refurbishment in Sumatra, Java and Kalimantan, and the offshore rigs in the Java Sea and other waters in Indonesia.
2002 –Consultant to Saudi Investment Group developing proposal to set-up a Ferrous Iron Plant. Prepared the financial feasibility and management proposal for the development of the facility required by the Saudi Investment Group to finalize project financing. Included in the study was the evaluation of various manufacturing processes and the effect each would have on long-term sustainability in the Kingdom. Also developed the management chart and prepared the job description for all technical management personnel.
2001-Consultant to Ivory Coast Presidential Commission on Infrastructure Development. Managed team charged with completing a detailed study/review of the natural resources in the country, and recommending a system, complete with varying manufacturing processes to take advantage of the country natural resources and return capital gains to the local regional people. Commodities studied and evaluated were coffee, cocoa, maze, and oil & gas deposits.
2001-Consultant responsible for technical proposal to develop existing oil fields in Indonesia. Developed program, hired professional consultants, managed process and prepared final report to determine which existing oil fields in Sumatra would be a good candidate for secondary recovery, and made a recommendation to the Government on the on a program to lease out these properties for further development. At the end of the study, we cataloged, provided details and recommended 2800 wells to be offered to local small operators to provide further development.
2001-Consultant responsible for developing technical proposal for tender package to manage & upgrade US Marine Corps Training Depot in Carolina.
2000/01-Worked on investment/operating proposal for United Airlines in Indonesia & West Africa
2000-Consultant to US Finance Group (Capital Alliance) & PNG Government for Gas Transfer Pipeline Financing. Project involved installing line from PNG to Australia.
1998/99-Consultant to CMC (China EPC Firm) on Pipeline & Process Plant development.
1998/99-Consultant to GECIS Ghana on development of Gold Mine in Ghana. Prepared the study for client investment proposal in the gold sector in Ghana.
1998-Consultant to Ghana GNPC (Ghana Government Firm) on proposal for development of road transportation safety signs, street & housing signage and a nationwide numbering system.
1997/98-Consultant to BPPT (Indonesian Government Technology Group) as Natuna Pipeline Project Director. Managed the feasibility study and initial design criteria for the Natuna Gas transfer pipeline to Thailand.
1991-97-Consultant to Project Management Services Intl Ltd as Managing Director of the Projects Group responsible for all client project management & development services through individual project managers and supporting staff on a worldwide basis. Served as Senior Project Management Consultant to the Benin State Oil Company, responsible for managing the development of the deployment and commissioning proposals to be used by the local government personnel to monitor international companies with permits to work in the waters outside Cotonou.
1989-91-Consultant Project Manager to the National Titanium Dioxide Company, Saudi Arabia; responsible for the development of a grassroots Titanium Dioxide Complex at a cost of USD 210 million. Facility took two years to fully design and commission. Responsible for managing Bechtel as Prime Contractor, Stone & Webster as the Program Manager team and a company professional project management team of 17 professionals. Detail design, engineering, and procurement were completed in London, and then the team moved to Yanbu where I managed the site construction, start-up and commissioning. The completed project consisted of five major plants; i.e. a Chlorine Plant, an Oxygen Plant, a Water Treatment Plant and a Packaging Plant plus the main Titanium Dioxide plant to make up the total overall Titanium Dioxide Complex.
1983-89-Senior Consultant to the International Finance and Investment Trust Group, providing technical evaluations and monitoring worldwide capital project investments. Managed projects from the company base in
1976 – 1983 MEPSI / MOBIL OIL INDONESIA, Field Engineering Supervisor, Managed technology transfer and site engineering services in the development of the Indonesia Arun Natural Gas Field (LNG Integrated Project, which included gas production, processing and liquefaction facilities), and Managed Offshore Construction in the Gulf of Mexico, Nigeria and the North Sea. Specifically worked on the design, engineering, construction, deployment and commissioning of the Beryl A production and drilling platform for Mobil Oil Company in Norway, including positioning in the North Sea. Also worked on managing the construction, deployment and assisted in the commissioning of the Mobil drilling and production platform #333 in the US Gulf of Mexico, and managed the re-design, modification and re-commissioning of the Qui Ibo offshore drilling and production platform offshore Nigeria.
