Singapore and Diego Garcia Responsible for the Construction Project Management of a 225 employee work force for the U.S. Governments Naval Support Facility on the Island of Diego Garcia located in the British Indian Ocean Territory, consisting of 4 new hangers for the B2 Bombers, a new Physical Readiness Center, a new Waterfront Operations Building, a new BOSC Contract Dining Facility, renovations to 5 BEQ’s & BOQ’s (housing units for 2000 U.S. Navy personnel, waterfront maintenance dredging and 3 miles of repairs and renovations to the existing airport runway and taxiway. All projects were design build and completed on or ahead of schedule and below budget. Partnered closely with Naval Facilities PACDIV for the entire project and received an outstanding performance rating for quality and safety.

Construction Manager for Georgia and Florida Contract Construction Project Management Services for the City of Jacksonville Florida’s “Better Jacksonville Program” $38 million in Fees for Design Review & Evaluation, Value Engineering, Constructability Reviews and providing Construction Management, Quality Assurance, Resident Project Representatives, and onsite Inspection Services for a $450 million capital improvement program.
ADAMS CONSULTING ENGINEERS- February 1998 to January 2002. St. Augustine Florida Owner/Manager, Construction Management Firm. - Contract Sr. Construction Manager for the onsite Construction Project Management for the $50 million EPC Synfuel Plant in Algoma West Virginia, and the Bartram Trail High School Design/Build Project in St. Augustine Florida, a $35 million three story 65,000 sqft. Building, with adjoining athletic fields, gymnasium, auditorium, and parking lot.

Palatka Florida. Director of the Division of Project Works. Director of Project Works responsible for the dredging of over 150 miles of canals, and the operations & maintenance for over 300 miles of levees, 12 major water control spillways, 3 navigational locks & dams, 35 axle-flow irrigation pump stations and land management covering 19 counties throughout the northeast of Florida. Coordinated with the Army Corps of Engineers for all new projects and conducting semi-annual inspections of existing water management structures to comply with Federal Design Criteria, including year round dredging operations. Regional Manager for the Governor of Florida’s Emergency Management Program responding to federally declared emergencies throughout the state of Florida with construction crews and equipment.
NORTH AMERICAN CONSTRUCTION CORPORATION -March 1988 to February 1993.
San Antonio Texas. Project Engineer and later Project Manager. Projects Engineer responsible for quality assurance, submittals, RFI’s, Change Orders, Pay Applications, shop drawings and inspection for the first two years of the project which included 25 hangers for the B-2 Bombers, three Security Buildings, a Generator Building, five miles of security fencing with motion sensors and perimeter lighting. Construction Project Manager for the second phase of the project including three five story housing complexes for 4000 personnel, a shopping plaza, medical/dental clinics, physical readiness center, Officer’s Club, and various support facility buildings.
