At present i am working as a ship repair manager in a famous ship repair yard at Bahrain from 2004. I am a first class degree holder in mechanical engineer from a reputed Indian university. Descriptions of Ship repair handling project procedures as per ASRY:
xvii) After receiving confirmed order from client for repairing of a ship as per job scope given by shipping company & duly accepted by yard commercial department, span of repair period approved by Ship repair manager division head, officially Ship repair manager division head allocates the concerned ship repair manager’s name & send his contact mobile no. at Bahrain to the owner of the ship or concerned ship superintendent allocated by shipping company. Ship repair manager division head sends the full photocopy set of repair scope with commercial details like total estimated repair cost along with repair period ( both docking period & along side of jetty period ) to the allocated ship repair manager to go through the full scope of work for issuing the jobs to concerned departments with proper codification of all jobs.
xviii) Then after vessel arrives the yard, clearing custom facilities, gangway, shore power & other normal yard facilities arranging like landline phone on board, arranging superintendent office, superintendent car with driving license at Bahrain etc, ship repair manager conducts a safety meeting on board with yard safety department representative in presence of superintendent, master or captain, chief engineer, chief mate, 2nd engineer, electrical engineer etc. The yard safety officer demonstrate yard safety rules, PPE items to use, if ship’s crews are working on board for some specific jobs how they maintain safe working procedure etc.
xix) The moment safety meeting on board finish, ship repair manager calls all departmental foremen/supervisors/work preparators who have been allocated by the concerned departmental head for the repair job to come on board in the meeting room to confirm the job scope with superintendent along with vessel staff.
xx) After confirmation of jobs from superintendent ship repair manager starts identification of jobs on board physically with superintendent accompanied by different department supervisors marking the item, writing the job no in place starts taking physical measurements of jobs, if any access work to be done before undertaking the job for example local cleaning for hot work, removal of items like pipes, electrical cables etc inform ship superintendent officially & ship repair manager prepare change order form against the job with details of access jobs to be carried out, send to yard allocated invoicer for pricing. Invoicer makes pricing on these additional jobs in the change order & return back to the ship repair manager for submitting to ship superintendent for signature for price approval. After receiving ship superintendent signature on change order form ship repair manager gives back original copy to invoicer for his file & one photocopy ship manager keeps in his file. Then ship manager issues these additional jobs to the concern departments with job nos for starting the jobs.
xxi) Every day ship repair manager arrange on board progress meeting with ship superintendent with yard department people & ship staff to describe what are the progress of jobs, what are the problems to be cleared by ship staff/superintendent etc. Also ship superintendent inform his views/comments if any & additional jobs beyond repair scope of work to be carried out. Then ship manager again prepare change order as above & makes the job official before starting.
xxii) Ship repair manager will attend every day yard production meeting in specific time where all production departmental heads, ship repair managers, invoicers, purchase department, store department, personnel department, safety department, technical department, security department head will be present with chief executive ( twice or thrice a week ), production department head or production general manager & ship repair division head. Ship repair manager will describe in the meeting what are the job progress in his vessel shortly what are problems facing either shortage of manpower or less productivity etc which will be answered by concerned department head immediately & production department head or general manager will solve the problem immediately by giving his comments.
xxiii) For any movement of the ship either from one berth to other berth, moving to dock, ship repair manager will prepare vessel moment plan form & will hand over the superintendent minimum 24 hours before including giving copies to pilot department for arranging tug boats for shifting, rigger department for removal of ropes, gangways & electrical department to disconnect shore power, telephone cables & pipe shop to disconnect compressed air line, steel department for welding cable, gas cutting hoses, safety department for removal of fire hoses etc. Same all connections to be reinstalled after shifting finishes.
xxiv) For any class survey items on board ship superintendent will arrange class surveyor on board & ship repair manager will accompany ship superintendent along with class surveyor either for steel renewal, engine room machineries repair, U.T. thickness gauging, Rudder & Tail shaft survey, LSA/FFA survey, Radio & navigational equipment survey, Boiler/CO2 survey. Testing of life boats & davits in front of surveyor, Anchor chain & windlass survey etc.
xxv) After steel renewal ship repair manager will prepare steel repair sketches incorporated on vessel structural drawing location wise & hand over superintendent total 3 sets. Superintendent will distribute one set to class surveyor, one set keeping on board as reference, 3rd copy carrying with him to his office for maintaining records.
xxvi) Ship repair manager prepares total repair programme with original scope of work, showing starting date, docking/undocking dates, finishing dates/sailing dates & handing over to ship superintendent so superintendent can make his charter programme. For additional jobs beyond original scope of work ship repair manager will discuss the availability of man power during repair period with production general manager & concerned departmental heads. If any deviation of repair programme is seen then ship repair manager will modify the programme & again hand over well in advance to superintendent for his updating.
xxvii) Before vessel entering the floating dock or graving dock, ship repair manager will prepare vessel ballast condition, trim, list ( if any ) in consultation with ship’s captain & will guide the captain to ballast/deballast as per docking blocks capacity, trim also to adjust as per dock trim. Then finalizing the ballast condition captain will make his signature & vessel stamp to maintain the conditions rigidly before entering the dock without any deviation. Ship repair manager will handover the captain signed copy to yard technical department for preparation the blocking diagram for the vessel for docking. Then the preliminary blocking diagram copy made by technical department ship repair manager will check with vessel captain along with superintendent & after agreeing the drawing superintendent will sign the drawing for his acceptance. Ship repair manager will submit this copy to technical department & technical department will issue fresh final blocking drawing to dock department to prepare blocking arrangement.
xxviii) Ship repair manager will prepare list of survey items with class surveyor & attending ship superintendent, like steel renewal, rudder, propeller, tail shaft, sea water suction valves, LSA, FFA, navigational equipment, life boat & davit load test, ship crane etc.
