PROFESSIONAL EMPLOYMENT - 2005 TO Present
Garden State Parkway MP 83 to 100 Shoulder Restoration and Improvements, Monmouth and Ocean Counties, NJTA (2012); Project Engineer – on the Dewberry team as Program Managers for this 17-mile roadway widening project. Responsible for review of plans, prepared by the sub-consultant teams, for constructability and conformance with Turnpike standards. Review also addressed construction staging compatibility for the various contracts.
Route 80 and Route 287 Interchange and Roadway Improvements, Morris County NJ, NJDOT (2011 - 2012); Project Engineer – responsible for development of maintenance and protection of traffic/construction staging plans for this major interchange involving local and express roadways. The project required total pavement reconstruction utilizing concrete rubblization followed by paving overlays to raise the roadway grades by 1-foot. Also included were several ramp relocations. Lane closure restrictions required maintaining all traffic lanes during peak hours. Detour plans were developed to provide for traffic operations at critical locations. Overall project costs exceeded $90 million.
Route 7/ Wittpenn Bridge Interchange Improvements and Bridge Replacement, Hudson County NJ, NJDOT (2011-2012); Project Engineer – responsible for the preparation of maintenance and protection of traffic plans for this $600 million project. As part of a project team, the project involved coordination with an adjacent project in Jersey City and included relocation of the Wittpenn Bridge over the Hackensack River as well as relocating Route 7, parts of Fish House Road (in Kearney) and associated ramps to these roadways. Creative planning and coordination was needed to provide for significant utility relocations and major truck traffic. Trucking operations of local businesses required 24-hour 7-day access for the duration of the project. Temporary roadway alignments and numerous detours were required to accommodate traffic during temporary roadway closures and work zone impacts to travel lanes.
New Jersey Turnpike Interchange 6 to 9 Widening, Burlington County NJ, NJTA (2008 –2011); Roadway Engineer - responsible for overseeing and developing maintenance and protection of traffic plans for the interchange improvements and local road bridges over the NJ Turnpike. Reviewed Conceptual Design geometry and provided alignment modifications to improve driver operations. The project involved coordination with five (5) other consultants on the project design team and implementing a design build strategy to create 3 separate contracts to expedite the construction schedule. Also provided guidance to the NJ Turnpike Authority for construction services associated with construction staging and maintenance and protection of traffic.
Route 35 Restoration MP 4 to 9, Ocean County NJ, NJDOT (2006-2011); Deputy Project Manager for the Preliminary and Final Design contracts for this 5-mile pavement rehabilitation and drainage improvement project from Seaside Heights to Mantoloking Township. Responsible for project coordination with NJDOT PM - Ahmad Qureshi including preparation of all Design Communication Reports (DCR) in accordance with NJDOT procedures. Responsible for coordination of all engineering disciplines to complete contract drawings and specifications. The project included development of over 10 miles of highway profiles (Rt. 35 NB & SB are separated roadways through this project) through sensitive low lying areas to minimize impacts. Other duties included supervision and development of the construction schedule and preparation of Right of Way documents.
Garden State Parkway Widening, MP 52.5 to 58, Ocean County NJ, NJTA (2010); Roadway Engineer – provided quality review of roadway design calculations including superelevation transitions, grading, constructability of Construction Staging and Maintenance of Protection plans. Prepared Substandard Design Elements documentation and cost analysis in accordance with NJHA protocol.
New Jersey Turnpike Interchange 18W Improvements, Bergen County NJ, NJTA (2009); Roadway Engineer - developed change of plan modifications to mitigate drainage flooding conditions resulting from poor field conditions at the work site. Revisions included realignment of the temporary approach roadways to the Interchange 18W Toll plaza and providing revised temporary signing.
Garden State Parkway Widening, MP 75.0 to 80.8, Ocean County NJ, NJTA (2007-2009); Roadway Engineer responsible for design and preparation of construction staging and maintenance and protection of traffic plans for the widening of a 5+ mile section of the Parkway mainline. Project includes 6 new mainline structures, 2 new local roadway overpass structures, and 17 new overhead sign structures. Other duties included the preparation of a Conceptual Design Review assessing the preferred alternative alignment developed in preliminary design. This report presented roadway deficiencies of the conceptual design and made recommendations to the Turnpike Authority for inclusion in the Final Design Project. Also responsible for the preparation the preliminary construction schedule.
Route 206, Byram – Roadway and Drainage Improvements, Sussex County NJ, NJDOT (2006 -2009); Roadway Engineer – developed traffic control and construction staging plans for this 2-mile widening and drainage improvement project through the center of Byram Township. The project also included a bridge replacement to accommodate the widened roadway corridor and major underground and overhead utility relocations. Considerations had to be made to provide continuous pedestrian and vehicular access during construction to minimize disruption to the significant number of local businesses within the project corridor. Other project responsibilities included guide rail design and review of all roadway plans for quality and constructability.
Route 46 and Main Street, New Traffic Signal and Intersection Improvements, Morris County NJ, NJDOT (2006-2009); Roadway Engineer – Responsible for technical geometric review of project design, made revisions to preliminary design to improve intersection geometry and horizontal sight distance at intersecting side streets. Developed construction staging and maintenance of traffic scheme to construct intersection improvements. This was complicated by the adjacent NJ Transit rail line that required being operational at all times. In addition a major water line relocation needed to be constructed within the intersection. Supervised the preparation of the Maintenance and Protection of Traffic plans. Performed a quality and constructability review of all contract plans.
Route 22 Madison Avenue Drainage Improvements, Union County NJ, NJDOT (2006-2009); Deputy Project Manager - responsible for project coordination with NJDOT PM – Jim Conrey. Responsible for supervision and coordination of all roadway design, drainage design, maintenance and protection of traffic, construction cost estimates and contract plan development for this drainage project along a half-mile section of Route 22 that included shoulder reconstruction and local road realignment and intersection improvements requested by Union Township. Also responsible for construction support services and completion of As-built plans.
Route 22 Mountain Avenue Drainage Improvements, Union County NJ, NJDOT (2006-2008); - Deputy Project Manager -responsible for project coordination with NJDOT PM – Ed Darcy. Responsible for supervision and coordination of all roadway design, drainage design, maintenance and protection of traffic, construction cost estimates and contract plan development for this drainage project that included creation of a new drainage basin within the Route 22/Mountain Avenue Interchange in Union Township. This design saved the State of NJ approximately 2 million dollars over previous concept designs that proposed underground storage facilities. Also responsible for construction support services and completion of As-built plans.
Route 94 Roadway and Drainage Improvements, Sussex County NJ, NJDOT (2005 – 2007); Deputy Project Manager -responsible for project coordination with NJDOT PM – Nick Dogias. Responsible for supervision and coordination of all roadway design, maintenance and protection of traffic, construction cost estimates and contract plan development for this drainage project through Hardesty and Vernon Townships. The project corrected major flooding events along the corridor that frequently occurred. Made recommendations to revise the approved conceptual plan and provide shoulder widening where feasible to improve horizontal sight distance and better provide for drainage “spread” along roadway. Prepared Maintenance and Protection of Traffic plans. Supervised preparation of display boards for public information center. Attended public information center.

Route 29 Scenic Byway – Guiderail Replacement Recommendations and Preliminary Environmental Screening, Trenton (MP 3.2) to Frenchtown (MP 34.7) Mercer and Hunterdon Counties, NJ - Project Manager for this 30 mile Feasibility Assessment project to evaluate guiderail replacement recommendations to enhance the Scenic Byway corridor. Responsibilities included: Preparing graphics in Microstation over aerial mapping, showing the recommended guiderail design, cost estimate preparation, report preparation, and supervision of project personnel to accomplish the environmental screening. Route 18 Needs Assessment Addendum, Wall Township, Monmouth County, NJ - Project Manager responsible for the preparation of a Needs Assessment Project to evaluate alternatives for improving the Route 34 corridor in Wall Township. The report focused on the regional traffic benefits, which included the study area formally associated with the Route 18 Extension Project that was terminated. In addition, the study provided a prioritized list of recommendations to the NJDOT for specific improvements addressing safety and mobility issues identified by Wall Township. The design effort was supported by demand forecast modeling provided by the URS Corporation. 12/03- 9/04)
Route 94 Bicycle/Pedestrian Feasibility Assessment, Knowlton Township through Lafayette Township, Warren and Sussex Counties, NJ - Project Manager for this 27.7 mile Feasibility Assessment project to evaluate alternatives for improving the accommodation of non-motorized modes of travel along and across Route 94 between its origin at the Delaware River in Knowlton and milepost 27.7 in Lafayette NJ. Responsibilities included: alternative horizontal layout in Microstation, cost estimate preparation, report preparation, and supervision of project personnel to accomplish other tasks including; accident analysis, field investigations, design exceptions, environmental screening, geometric and safety evaluation and traffic data collection. US Route 22/CR 519 Feasibility Assessment, Greenwich and Pohatcong Townships Warren County, NJ - Project Manager for this 2 1/2 mile feasibility assessment project involving roadway realignment, 4 new bridges, 7 traffic signals; and local road modifications to improve circulation and capacity. Responsibilities included; alternative design development and horizontal layout in Microstation for 10 different alternatives; traffic redistribution for various alternatives; report preparation and presentation for the Bureau of Project Scope Development; and supervision of all other aspects of design including profiles, cost estimates, design exceptions, ROW acquisition, environmental impacts, and intersection analysis. Garden State Parkway Interchange 114 NB Toll Plaza Expansion, Holmdel, NJ – Project Manager for this project that provided for a one-lane expansion of the northbound toll plaza at Interchange 114. Responsible for project coordination, conceptual design including preparation of project report outlining existing deficiencies and describing proposed concept design, and supervision of survey and base map preparation. NJ Turnpike Interchange 14 Ramp Improvements, Newark, NJ – Project Manager for this project involving ramp realignment at three gore areas that merge together within the Interchange 14 toll plaza. This heavily used interchange required special consideration for construction since it is in the direct flight path of Newark Airport and is constantly used by vehicular traffic. Responsibilities included client contact, conceptual design, traffic control design, supervision of contract plans and cost estimates, preparation of contract specifications, attendance at preconstruction meeting, and supervision of survey and base map preparation. Garden State Parkway Interchange 67 Permitting and Preliminary Design, Barnegat, Ocean County, NJ – Project Manager for this project which involved developing a traffic model and completing sufficient alternative and environmental analyses and roadway/ drainage design to satisfy the review agencies’ application requirements to acquired construction permits from NJDEP (CAFRA) and the Pinelands Commission. Responsible for geometric design for interchange 67, supervision of plan preparation of cost estimates, and preparation of project schedule using Sur-Trak software. (2/99)
Garden State Parkway Interchange 114 New Southbound Entrance Ramp, Middletown and Holmdel, NJ - Project Manager for this project involving construction of a new SB entrance ramp and traffic signalization modifications at Red Hill Road. Responsible for client coordination, project reports, and design supervision and coordination. Due to site restrictions from an adjacent property and wetlands, this project required alternative designs to provide the client with alternative solutions to mitigate the problems. (8/99-11/99)
Jersey Gardens Mall Access and NJ Turnpike Interchange 13A Toll Plaza, Elizabeth, NJ – Lead engineer for this fast-track project involving the proposed Jersey Gardens Mall access roads from the New Jersey Turnpike, including the Turnpike to Interchange 13A toll plaza and North Avenue. Involved with utility coordination and design, roadway plans, construction sequence and traffic control, and specifications. Construction was performed by a pre-selected contractor, prior to completion of design. (7/97-8/98)
Route 80 MAGIC II, NJ – Lead roadway engineer for the design and construction support and systems integration for an automated traffic incident management and traveler information route guidance system for the state of New Jersey. Responsible for all civil roadway work associated with implementation of this system. Tasks included:
• Development of project scope and manpower requirements for guide rail and roadway design.
• Provided field reconnaissance and provided direction on roadway construction and design issues.
• Responsible for quantity calculations and cost estimates for roadway items.
