OBJECTIVE: To apply my extensive leadership, problem-solving, and motivational skills in assisting a quality organization in achieving its’ objectives.


Successful career in public service with the City of San Jose, the last 15+ years in various executive management positions. Particularly enjoyed administering Planning, Building and affordable housing programs. Also involved in leading several environmental functions including the Potable and Recycled Water activities.

Extensive contact with the community, especially while leading the City’s Code Enforcement function. Managed support functions such as procurement and vehicle fleet enabling front line departments to provide quality service to the residents and businesses.

When not employed full-time, I am a real estate investor in the Central Valley.


City of Concord Planning and Economic Development Interim Housing Manager 2007-2009

• Managed Rehabilitation, First-time Homebuyer, and Inclusionary Zoning programs. Participated in combining Redevelopment, Economic Development and Housing functions

• Transitioned to outsourced service delivery model with each major function contracted with a different entity

• Revised Housing Rehabilitation Programs, obtained approval of City Council and implemented them, reducing loan amount per home significantly, eliminating the practice of combining loans and grants and tighten loan qualification requirements.

• Redesigned all purchase and ownership programs to business-like industry standards, obtained Council approval and began implementation. Administered a Request for Qualification process to select a private company to serve as program administrator.

• Compliance monitoring had fallen behind several years for some 1,000 rental units, used consultant to bring all loan and lease monitoring requirements up-to-date for each funding source.

• Administered a Request for Proposal for process to select a private company to develop the software and procedures to insure compliance with all Federal, State and Local funding requirements. Collaborated with other jurisdictions resulting in the process becoming a region-wide standard for cities in the county.

• Modified the City’s Mobile Home Ordinance governing 1,200 units in eleven parks. Led community meetings, gaining acceptance of the proposed changes resulting in an ordinance that was less vulnerable to legal challenge being approved by Council with no public opposition.

• Secured over 50 emergency rental assistance program loans in excess of $260,000 that had been at risk since 2005.

City of San Jose Environmental Services Chief Deputy Director 2002-2006

• Budget, Administration, and Human Resources for a department of 444

• Oversight of Policy and Planning functions of an environmental nature

• Monitoring of potential legislation

• Sustainability programs, including water and energy conservation

• Oversight of Green Business and Green Building practices.

• Monitoring and reuse planning for closed landfills

City of San Jose General Services Deputy Director 1993 to 2002

• Managed citywide procurement, vehicle fleet, and departmental administration and budgets. Acting Director of the department during most of 2001.

• Budget, Administration and Human Resources for department of 366 employees

• Managed Procurement of goods and services totaling approximately $140 million annually

• Warehousing, distribution, records management, and surplus property functions

• Oversight of maintenance of approximately 3000 vehicles utilizing six garage locations

• Installation and repair of all mobile radios in Police, Fire, and City fleet vehicles

• Design, installation, and maintenance of fixed radio, and telephones (1993-1996)

• Oversight of Park Maintenance, and Buildings and Facilities Management.

City of San Jose Neighborhood Preservation Assistant Director 1990 to 1993

Promoted into the City’s most problematic department comprised of six functional divisions and 220 employees to determine the options for reassigning the functions of department as part of right-sizing efforts. Gained a reputation as an agent of change.

• City’s Building Department function, permit issuance and construction inspection

• Code Enforcement function administering the Municipal Code, Zoning Ordinance, and Health and Safety Regulations

• Environmental Enforcement including Local Enforcement Agency for solid waste facilities

• Administration of Community Development Block Grant funds for 35 non-profit agencies

• Real Estate acquisitions and sales transactions for the City

• Administration of rent mediation programs for mobile homes and multiple-family dwellings

City of San Jose Housing Housing Development Administrator 1986 to 1990

Promoted to Administrator specifically to revise and rebuild the City’s affordable housing strategies. Developed an innovative, need-oriented portfolio of complimentary programs

• Expanded program volume to $15 million annually by leveraging private dollars

• Developed and nurtured relationships with a broad spectrum of public agencies, financial institutions, and private developers

• Supervised the production, renovation, or portfolio management of 1500 dwelling units including the relocation and reuse of 17 historic homes in the path of downtown redevelopment

City of San Jose Planning City Planner 1975 to 1986

• Promoted through the City Planning series from Technician to Senior Planner, gaining experience in all aspects of long-range planning, implementation, and design review

• Extensive experience with General Plan analysis and updates

• Responsible for Design Review and Planned Development Zoning processing

• Drafted Staff Reports and made presentations to Planning Commission every other week

• Established and chaired the first multi-department Land Use and Permit Enforcement Team

• Remained engaged in Planning issues throughout career as primary area of interest.

• Instrumental in Building and Code Enforcement being combined with Planning when Neighborhood Preservation was eliminated.
