ACCOMPLISHMENTS
• Established a complete Human Resources/Loss Control department in support of a 120+ employee
organization along with a comprehensive Risk Management and Employee Safety function. Set up all
programs to insure compliance with FMLA, ADA, OSHA regulations, as well as other msc. licensor
processes previously un-addressed. This effort immediately changing the safety awareness culture and
saved the organization $250,000 in excess Worker’s Comp. premiums costs and eventual extraction from
the assigned risk pool.
• Served as corporate Employee Relation EEO/AAP Specialist for a major aircraft repair station with as many
as 1,500 employees. Successfully maintained a pro-active, solution driven, customer oriented employee
relations function and union free environment through team building and effective listening.
• As legal compliance official successfully passed audits from USDOL-Wage and Hour, OFCCP bench and
on-site audits measuring compliance with labor laws and affirmative action requirements.
Successfully passed Compliance Reviews and Audits from various regulatory agencies including USDOL
(Wage and Hour), Davis-Bacon, EEOC, and OFCCP (Bench and On-Site Compliance Review)
• Created a recruiting function during the staff-up phase with a major service group. Led the successful
effort to recruit over 200 professional, support, and crafts positions complete with relocation, orientation,
and organizational development meeting all targets and deadlines.

• Rescued a failing off-site recruiting program for client by improving quality of aviation
professionals recruited and streamlining timeliness of on-boarding processes.
• Aided in improvement of logistics and costs of employee living arrangements by negotiating
favorable terms for contract renewal.
2003- 2007 Chemical Lime Co. Supervisor, Human Resources and Safety
New Braunfels, Texas
• In charge of all Human Resources and Safety Functions at a rural Limestone Processing Plant.
• Achieved recognition for reduction in turnover and improvement in overall safety record.
1995-2002 Dee Howard Aircraft Maintenance, L.P. Supervisor, Employee Relations
San Antonio, Texas
• Key HR position in charge of recruitment and employee relations/EEOC and all Compliance Programs for
a 1,300+ employee aviation maintenance organization. Proactively investigated and solved over 700 cases
of employee concern issues to the satisfaction of both individual employees and management.
Successfully answered over 30 EEOC charges with no adverse impact on the organzation.
• Innovated a new program that reduced technician turnover by 14% using highly skilled ex-service veterans
with transferable skills sets.
1993-1995 USAA Insurance Co. Employee Relations Specialist

1989-1993 Mission Road Developmental Center Director, Personnel / Loss Control

• Established HR department with supervision of administrative staff of 4 employees. Was able to reverse
negative safety culture with committed “hands on” approach which successfully reached out to direct care staff
through comprehensive training and risk management approaches.
• Established Wage and Salary Plan complete with job descriptions, value weighted compensation factors,
and benchmark studies to validate the wage structure with similar positions in other comparable facilities.
• Through aggressive Risk Management initiatives, recovered $250,000 in Workers’ Comp premium
overpayment along with positive savings in both frequency and severity of employee accidents.
1986-1989 H.B. Zachry Co. Compliance Coordinator

• Successfully investigated and answered 24 charges of discrimination and conducted bench audits for
OFCCP compliance in all federally funded projects.
• Comprehensive Compliance Program led to a Three Year “No-Loss” record for the HR department.
• Implemented a successful union avoidance program for this open-shop construction organization achieving
a union free environment.
1984-1985 Texas Industrial Minerals Co. Personnel/Safety Manager

• Completed two successful Labor Arbitration cases and served on the negotiating team for a new contract
with Steelworkers Local 76.
• Maintained a high level awareness of Safety as a key work issue in an established corporate culture that
stressed Safe Work Methods as a key to worker productivity and Company Pride.
• Safety program achieved special recognition from MSHA for one years lost-time accident free status.
1981-1984 Fairchild Aircraft Corp. Employee Relations Supervisor

• Organized and established HR department for a new subsidiary company (Merlin Express) including the
initial employment of technical staff of 85 employees. Wrote and coordinated adoption of all Company
Policy Statements serving as an executive staff member of this Part 135 Airline group.
• Established supervisory training program by implementing Zenger-Miller “Supervision” training for all
front line and mid-manager level employees.
• Produced and edited Company Monthly Newsletter for the FAC-San Antonio group.
1972-1981 United Parcel Service Supervision-Salaried Multiple Assignments

• Recruited from part-time College Student Ranks after graduation into management trainee position.
• Yearlong assignments included Operations Supervision, Industrial Engineering, Customer Service/Sales,
and Human Resources gaining well rounded corporate experience.
• Human Resources Assignments totaled over 5 years including division level employment for all hub
Part-Time employment, Driver Safety Training/Orientations, News Magazine Editor, and Outside Center
employee relations.
• Rose to Manager Level assignments including expansion team (Salt Lake City, Utah) and helped write
District first Affirmative Action Plan (AAP).
MILITARY EXPERIENCE
Served 23+ years in the Naval Reserve Seabees as a Heavy Equipment Operator. Learned and developed Muti-Craft Construction job skills in both horizontal (road) and vertical (building) construction while working
on Military and NFP Civilian construction projects. Promoted to E-6 supervising 43 person platoon.
