LEADERSHIP: Supervised multiple sourcing teams responsible for capital investment development and company growth. DynMcDermott Petroleum Operations – Strategic Petroleum Reserve - Freeport, TX August 2009– May 2011

Manager - Support Management - Purchasing/Procurement/Construction/Contracts

As the Manager of Support Management, for the Strategic Petroleum Reserve (Department of Energy – US Government) a 500 acre facility which stores 727 million barrels of crude in salt domes, I was responsible for leadership, strategic sourcing/purchasing and the procurement for the entire 500 acre top secret facility.

• I am also able to perform transactions and reports utilizing SAP.

• I am also able to perform transactions and reports utilizing Oracle RDBMS (an object-relational database management system).

• I also have knowledge of engineering, construction and environmental service contracts.

• I handled all heavy capital purchasing and construction activities for the entire facility.

• I have a keen knowledge of Terms and Conditions for contracts.

• I am able to perform analysis on materials, pricing, and review and analyze a vendor's financial stability.

• Handled the contract and bidding process and the awarding of the Master Contract with the decommissioning of the 1 acre Degas Plant at the Strategic Petroleum Reserve.

I was accountable for the day-to-day business operations at the Strategic Petroleum Reserve site including: troubleshooting, predictive/preventive maintenance and RCA root cause analysis. The Strategic Petroleum Reserves’ Degas Plant was on-line during my tenure and the maintenance group that I directed kept the facility safe and operational. With the constant existence of hazardous H2S gas by-product, I was required to attend constant training and hazard analysis. I acquired a working understanding of the plant processes. Direct reporting departments were: Financial/ Site Budget (monitored and optimized operating costs within authorized budget), Procurement using Primavera software, Training (deliver/explain training material to operating personnel), Human Resources, Property, and Planning and Scheduling requirements using SAP. I have experience handling in service contracts, negotiations, and terms/conditions. To maintain our Government certifications ( ISO 9001 standards) I have a familiarity with regulatory requirements for operating plants, including Process Safety Management, OSHA regulations, EEOC guidelines EPA regulations, and FDA regulations (where applicable), state, local and federal (government) requirements. General Operations Manager- Purchasing/Procurement/Construction/Contracts

As the General Operations Manager I supervised the move of all operations from a 10,100 sq. ft. building to a new 21,000 sq. ft. building, adding fueling and car/truck wash facilities.

• I negotiated the land purchase including a right-of-way agreement for an easement that existed on the parcel.

• I handled all heavy capital purchasing and construction activities for the entire new facility including the negotiation and purchasing of the fuel tanks and car/truck was facilities.

• I handled the procurement/purchasing for the entire company and negotiated with vendors and managed procurement contracts, both domestic and international. I reviewed the final contracts of assigned projects and analyzed the terms and conditions, and assessed special requirements.
