Supervised a 50-member multicultural project team as the sole Project Manager in Tete, Mozambique, to recover a 10MW diesel multi-generator powered, government Moatize Coal Mine power plant. Recaptured the project’s schedule and budget, as well as the client relationship with Vale, the sponsoring Brazilian mining company. Addressed all contractual issues, prioritized and coordinated on-site work in cooperation with the civil and electrical contractors. Resolved logistics, border and customs issues between the USA, China, Zimbabwe, South Africa and Mozambique. Managed all local contractors, achieved client design requirements, and ensured work and safety requirement compliance.
Major Achievements:
• Saved a potential $10M loss by successfully avoiding the project termination, and delivering it, resulting in a duplicate $13.5M project award.
• Lessened client costs by ~$300K with the utilization of local contractors.
• Slashed the project schedule by ~2 weeks, circumventing daily penalties of $13.5K by addressing multi-country logistics issues to recover the schedule.
• Expedited civil work by 8 weeks that avoided $108K in fines by hiring extra laborers and tools.
• Reduced employee turnover and operating costs with the establishment of a new rotation schedule for expatriates in response to the absence of HR resources.

Civil Project Manager, Medupi Power Project, South Africa (January 2009 – January 2011)
Held accountability for civil work of $2.5B+ on a $12B coal-fired power plant project in Lephalale, South Africa. Managed on-site civil work in collaboration with mechanical and electrical teams. Evaluated and responded to all contractual correspondence in cooperation with the commercial team. Closed and mitigated contractor Requests for Information (RFI). Reviewed and redesigned drawings that resolved issues and recovered the schedule. Oversaw site inspections while managing a 30-person multi-cultural and skill team.
Major Achievements:
• Evaded considerable contractual penalties by fulfilling 150+ open Requests for Information from the contractor.
• Facilitated the creation of legal and commercial strategies that saved millions of dollars through the effective management of 80% of the contractual correspondence for the entire $13.5B project.
• Resolved complex construction issues and evaded future penalties and claims by implementing the projects 1st information management and document control system that standardized the review, issuance and distribution of project documentation that included construction drawings, method statements, QCPs and ITPs for multiple persons and locations.

Security & Justice Sector, Electricity Sector, PCO (Iraq) • April 2004 – April 2007
Participated as Project Manager for $6B post-war Iraq rebuilding projects as part of the Project Contracting Office’s (PCO) Security and Justice and Electricity sectors. Hired, trained and supervised local and expatriate staff members. Addressed commercial, contractual, construction and legal issues in cooperation with US government agencies and western and non-western contractors.
Major Achievements:
• Led the construction of the $600M Iraqi National Criminal and Civil Courts.
• Initiated and designed 3 complexes with budgets of $400M.
• Avoided security issues that threatened project completion, substantially reduced costs, boosted overall safety, and enabled all project delivery by assigning smaller tasks to local contractors.
• Overcame project management and monitoring issues through the development of a financial and scheduling system that centralized tracking of 500+ power-related projects across Iraq.
• Improved the efficiency of electricity projects across 12 Iraqi Governorates by creating project scope changes and new task order procedures.
• Circumvented cultural differences and delivery gaps in business approaches, completing projects on time and within budget by training and supervising expatriate and local project managers, architects and accountants regarding project execution.
