Summary (General)
As a 30-year veteran of the private sector, I was employed with IBM/HGST as an Advisory Security Analyst with 25+ years of professional experience in Emergency Management (preparedness, response, rescue, & recovery), Search & Rescue, Emergency Communications (911, operational RF, interoperability, dispatch, & satellite), Emergency Medical Response, Fire Prevention & Protection (urban & wildland), Haz Mat (response & mitigation), Security Operations, Environmental, Health, & Safety/EHS (training/education, program development/implementation, audit), and Occupational Health & Safety/OHS (injuries/illnesses, risk management, audit). I have acquired a wealth of knowledge-base and field-experience within the private sector, and the local, state, & federal emergency response community. I have provided consultation and instruction in EHS/OHS for general industry, and I was appointed to a 1999-2001 corporate chair assignment with IBM Internal Audit and Business Controls (IABC) Environmental Affairs audit team (performing EHS audits at IBM locations worldwide). In addition, I am currently engaged in a management position (Federal Government capacity) with California Task Force Three (CA-TF3), a team component of the United States Department of Homeland Security (DHS), the Federal Emergency Management Agency (FEMA), and the National Urban Search and Rescue (US&R) Response System. I am a licensed amateur radio operator/KB6TUX (24-years), and a member of the San Jose Office of Emergency Services (SJOES) and the Radio Amateur Civil Emergency Service (RACES). I have performed work in a diversity of environments (from the professional to the austere: office, laboratory, field, mobile, & disaster). I have extensive domestic/international travel experience, & I posses a current U.S. Passport (expires 2020). I currently posses a C-class California State Driver’s License & I understand that relocation & residency will require obtaining a new Driver’s License for the respective State of relocation. I have attended a CA Community College (1976-1978) with the completion of 48U towards an Associate Degree (60U). I am proficient in personal computing (MAC, PC, Windows, MS Word, Excel, PPT). I am passionate about US&R and the field of Emergency Management, and I believe that I can offer a wealth of experience and knowledge-base to the subject organization.
Employment Summary (US&R)
I am currently a 16-year veteran with the U.S. Department of Homeland Security (DHS) and the Federal Emergency Management Agency (FEMA). The National Urban Search and Rescue (US&R) Response System consists of 28 National teams (Task Forces). As a (sworn) civilian Disaster Service Worker (DSW), I engage as a Communications Unit Manager with California Task Force Three (CA-TF3), sponsored by the Menlo Park Fire Protection District (MPFPD), based in Menlo Park, California. In addition, I am the Western Region representative (6-years) for the DHS/FEMA/US&R National Communications Working Group/NCWG (US&R Advisory Organization). Large scale CA-TF3 deployments include responses to the terrorist bombing of the Murrah Federal Building in Oklahoma City, the September 11th (9/11) terrorist attack on the World Trade Center Towers in New York, and a 21-day deployment to New Orleans in response to hurricane Katrina. CA-TF3 has also engaged in deployment actions for disasters/events at the local & state level (September 2010 San Bruno, CA/PG&E Gas Explosion). I have maintained all FEMA US&R Position Description (PD) requirements necessary for a fully-deployable US&R Communications Specialist (Comm Spec) and US&R Technical Information Specialist (TIS). As a US&R Communications Specialist, I am responsible for managing/maintaining the communications infrastructure during deployment operational periods for CA-TF3. As the CA-TF3 Communications Unit Manager, I am responsible for the day-to-day management of the US&R CA-TF3 Communications Unit, Communications/TIS cache, and Communications Specialist/TIS personnel.
On July 26th, 2010, I was hired by MPFPD in the capacity of CA-TF3 Interim Program Coordinator (PC). This immediate action was the direct result of the abrupt departure of the former CA-TF3 Program Coordinator. On October 4th, 2010, a predisposed internal MPFD/CA-TF3 dynamic precluded my continued employment, and I was subsequently dismissed of this capacity. The position was an hourly, FT temporary position working as a MPFPD employee. The position provided management & direction to the US&R/CA-TF3 program/team dynamic (reporting directly to the Deputy Fire Chief). During the two months in this position, I was fully-engaged in the capacity of US&R CA-TF3 Program Coordinator/Manager and was exposed to the full depth and scope of the team dynamic, and worked aggressively to satisfy program requirements and to resolve US&R-related program & team issues. CA-TF3 has approx 230 personnel, including 40 civilians, & 22 Participating Agencies. As of 10/04/2010, I continued to participate with CA-TF3 in the capacity of Comm Unit Manager & the Western Region Rep for the US&R NCWG.
Advisory Security Analyst
