Oversee Occupational Health and Environmental Management System for the HSE department at Fluor-AMEC Philippines Inc.;

Fluor-AMEC is the operations and maintenance contractor for the Malampaya gas to power project in the Philippines. The Malampaya project is the first and only natural gas production project in the Philippines consisting of an offshore production installation, a gas plant and high pressure pipeline systems delivering a constant supply of natural gas to two gas-fired power plants.

General Responsibilities included initiating, implementing and maintaining an occupational health management system. Initiate and implement a health and safety management system in line with OSHAS 18001, develop and maintain an environmental management system based on ISO 14001 (certification 2002). Responsibilities also included management of the medical clinics at the offshore production installation and the onshore gas plant.

Specific duties for Health:

• Creating and maintaining a health management system which included identifying and assessing all health related hazards;

• Create Health Impact Assessment for entire project;

• Monitoring and measuring biological, chemical and physical hazards to health;

• Health surveillance and epidemiology including pre-employment, general employment physical exams, this included the monitoring of biological markers through periodic screening;

• Developed an ergonomic program including stress management;

• First aid and emergency medical competency for health personnel;

• Developed a healthcare strategy for all company personnel and dependents, this included emergency medical procedures for medical care and evacuation throughout the Philippines;

• Introduced medical protocol to be used by local Filipino doctors and nurses to treat Fluor-Amec personnel and dependents;

• Developed a healthcare financial strategy by co-ordinating Fluor-Amec and client Shell health insurance providers with selected hospitals and clinics so that all medical emergencies by project personnel and dependents were covered financially;

• Liaised with local health regulatory agencies including the Philippine Department of Health to ensure compliance with all relevant legislation.

• Established health promotion and site wellness initiatives that elevated production and significantly reduced illness rate and absentee rate.

Specific duties for Environment:

• Developed an environmental management system based on ISO 14001 procedures including identifying, assessing and mitigating all environmental hazards;

• Performed an environmental impact assessment (EIA) for the entire project including the offshore platform, onshore gas plant and storage facilities;

• Developed chemical handling procedures for personnel;

• Created and maintained an environmental legislation register which included all relevant Philippine and international legislation;

• Liaised with the Department of Natural Resources and Environmental Management Bureau.

Specific duties for Safety:

• Responsible for the Hazard and effect management program (HEMP) for the supply base and high-pressure pipelines. The HEMP includes the identification, assessment and control procedures for safety, environment and security hazards using Shell procedures and guidelines.

• Contributed to the HEMP for the offshore platform and onshore gas plant.

• Selected PPE for chemical and hazardous waste handling;

• Liaised with the local fire department in Muntinlupa City to implement emergency fire response and rescue procedures;
