Provides Senior Executive consulting Services to prime DoD contractor companies: program management, business development capture management, proposal preparation and management, pricing and teaming assistance. Provides subject matter expertise and knowledge for large government IDIQ opportunities. Assists in developing opportunity strategies and preparation from pre-RFP through bid cycle and post award start-up assistance. Business Development Teledyne Brown Engineering 2010 to 2010

Responsible for business development and capture management execution and process building. Won over 7 million dollars in new revenue in a 17 million dollar company within one year. Principal efforts have been primarily focused in building and establishing a viable business capture process that identifies and successfully captures. Designed a PMO structure and a portfolio plan for new business. Provided the senior capture management for major thrust bid efforts for the company including costing and pricing. Provided and documents the business processes for Bid and Proposal activities within the company. Led and produced numerous technical responses to government RFPs. Assisted in developing an innovative staffing model providing numerous highly technical staff for the US Army WIN-T program to General Dynamics. Also provided staffing solutions to Ascension for Carondelet Medical Group in the Tucson area. Provided much of the input to the corporate processes necessary to for ISO 9000 and CMM certification.
VP/PM NCI Information Systems, Sierra Vista, AZ 2004 – 2008
VP responsible for operations and business development in the US Southwest. Executive responsibility for Program Management of TEIS2 (IDIQ), local operations and new business pursuit from this location. Implemented and established the PMO and designed the portfolio approach to the task order management. Pursuant to these efforts: Won over $200 million in various contracts; Led the effort that resulted in bidding and winning TEIS2, an $804 million IDIQ contract capturing $180 million worth of task orders on TEIS2 resulting in managing approximately 30 projects at any given time including global tasks employing over 250 personnel. The TEIS2 contract provides the Army with worldwide engineering services. Bid, won and provided the PM duties for the Army Golden Master (AGM) contract at Ft Huachuca, AZ. The Army Golden Master (AGM) contract provides the entire US Army with its standard desktop O/S, applications and related server software. Coordinated Microsoft, Dell, HP, Gateway, IBM, and other companies to provide a stable secure software load on the Army’s computing desktops. Capture Manager for numerous major thrust programs, Executive PM duties included developing budgets, creating pricing models, corporate level briefs to senior management, developing business, plan strategies, provide personnel staffing, etc. Responsible for meeting revenue, budgetary projections and P&L.
Sr. Technical Director CSC, Sierra Vista, AZ 2002-2004
Sr. Technical Director for Western Area responsible for increasing CSC's business presence, providing technical direction for many contracts in the army group and providing on site leadership to troubled projects. Reported directly to the General Manager. Led and provided IT strategic and technical assistance and business development duties for major thrusts including proposal efforts and provided management guidance to such programs as the Army Land Warrior Program. Instituted a portfolio methodology to manage local IT contracts and projects. Led business development efforts resulting in the winning and managing the NETCOM/ESTA contract, a $50 million value. Exceeded assigned goals in winning new business and follow on contracts. Designed the Land Mobile Radio Architecture for deployment into Iraq. Designed C4ISP and C4ISR (DoDAF) architecture products for Kuwait Iraq Command, Control, Communications and Computers (C4) Commercialization (KICC) and Installation Information Infrastructure Modernization Program (I3MP) as well as other tasks assigned in different parts of the Army. Revived the stalled test program for Land Warrior Program and repaired the customer relationship with the government program management and engineers. Designed and served as PM for original Army Golden Master (AGM) software program.

Architecture Critical Skills Expert (CSE) for US Army Information Systems Engineering Command (ISEC). Responsible for the development, design, and oversight of all IT and Systems Architectures on all engineering tasks within the ISEC worldwide command. Insured Architecture integrity based on various Army and DoD regulations, policies and directives. Developed the methodology for coordination among ISEC engineering tasks especially where Army Knowledge Management (AKM) and Army Knowledge Online (AKO) are concerned. Developed the architecture for the Network Operations (NetOps) task in Army Systems Command (ASC) as part of the Network Engineering and Telecommunications Command (NETCOM) rollout. Assisted the PEO STAMIS PM in the development of the AKO architecture and the Military District of Washington pilot for server W2K and E2K consolidation.

Provided general support and managerial oversight on various contracts as a business and Technical Director. Chief problem solver “at large” within the Army division of CSC. Provided technical direction and oversight in IA, IT Architecture, data architecture, enterprise management, Portal Design, and support to the Information System teams supporting such contracts as TEIS with ISEC, and the Land Warrior System. Led and assisted in business development and proposal services directly for the GM.

Senior Systems Engineer- Lead Network engineer for the Advanced Training Division at Ft. Huachuca. Provided network and systems engineering support to military intelligence community simulations across a broad spectrum of networks. Responsible for the design, implementation, and maintenance of all LANs and WANs. Provided the routing and bridging services to support an international network. Provided system administration support to systems in a UNIX (Solaris 2.x) environment. Designed a Network Operation Center (NOC) in a UNIX/Microsoft NT 4.0 environment.

Lead Senior Systems Security Analyst responsible for systems security engineering of networks and computer systems. Applied AR 380-19 and the National Security Agency Rainbow series regulations and guidelines as applicable to Army communications and business systems. Provided TEMPEST engineering, with expertise in RED/BLACK engineering. Performed certification and accreditation duties. Conducted the vulnerability analysis for networks and databases. Recommended security and firewall solutions, and provided security engineering services on the SBIS and SIDPERS military support systems.
Sr. Information Systems Integration Engineer SAIC, Sierra Vista, AZ 1995 – 1996
Delivery Order Lead (Senior Information Systems Integration Engineer) managed the design and implementation of an Oracle database platform residing in a UNIX Solaris 2.5 environment on a Sun Sparc 20. The system was used for supporting logistical tasks in a distributed application, worldwide. Performed Data Base Administrator and UNIX system administrator functions. This system was implemented throughout the world at US Army bases. Oracle CASE tools and Developer/Designer 2000 were utilized in this effort. Additional duties included providing critical assistance to SUN UNIX based systems in a classified environment(SUN 4.1.3 and Solaris 2.x O/S s, Oracle 7.x) and security analysis and protection as required.
