Responsibilities: Prepared designs, calculations, and reviewed various Public Works improvement plans. Improvements consisted of public streets, curb and gutter, sidewalk, wall, sewer, water, storm drain and grading improvements, calculations, specifications, and reports, from conception through construction and as-built phase. I prepared cost, material and time estimates, earthwork calculations, hydraulic calculations, on-site field survey and inspections, building and facility inspections and public forum interviews, discussions, problem mitigation, preconstruction meetings. Conducted inspections, infrastructure studies and evaluations and prepare repair and replacement recommendations and reports. Computer file, CAD drawing and GIS file management, design and staff training. Perform various calculation and compliance plan check reviews. Staff consisted of 3 engineers and 4 support staff. Was a member of City’s emergency response team for City wide emergencies in relation to public infrastructure and safety.
o Following the 1994 Northridge Earthquake that had a 6.8 magnitude, I was a member of the investigative team that provided first responder review and inspection for public infrastructure to determine short term and long term safety risks. This work commenced immediately after the earthquake event and consisted of several stages for years. Short term evaluations consisted of evaluating the potential for immediate failure and potential for public safety, life, and welfare impacts. This work resulted in the evacuation of multiple structures below unsafe reservoirs’, slide areas, etc, and the closure of multiple bridges and roadways. Long term evaluations included damage mitigation and future improvements to mitigate or harden public improvements for survivability of future events. This included short and long term fixes along with accessing potential budgetary and funding means. We eventually completed the plans and cost documentation, along with construction oversight for the completion of this work.
o Also during the Northridge Earthquake, I was a team member of the group that provided individual home inspection and evaluation immediately after the earthquake. We were primarily concerned with immediate life and welfare concerns. We inspected private structures for soundness and documented findings, along with evacuating structures found to be unsafe. Provided guidance for those evacuated and assisted in coordinating between the public and relief agencies.
o As a member of the Ventura County Fire Department Search and Rescue Team I provided initial first responder services and worked with my search team immediately after the earthquake event. As a member of this team I was regularly assigned duties during large brush fire and flood events throughout Ventura County.

o I conducted site investigation and damage assessment in Santa Barbara County and Ventura County, California. I was the disaster assistance liaison, California Floods, 2005. I managed 2 teams of 2 people each. Work consisted of inspecting and documenting many various sites, reviewing and evaluating damage and claims, preparing and documenting independent evaluations for eligibility, scope of work and cost, reviewing scope alternatives and preparing applicable documentation for submittal to the Federal Government for processing and payment of reimbursement. Damage included, but was not limited to, reviewing various sites for flood damage including debris damage, high water damage, slides, various collapses, road and structure failures, infrastructure failures and washouts, structure and improvement damage claims. Work also involved researching and evaluating solutions to mitigate potential future damage and reduce potential risks. Work sites ranged throughout Santa Barbara County and Ventura County, California and were primarily public in nature.
