I am a licensed professional engineer with over 10 years’ experience as a Civil Engineering Projects Manager/Designer/Technician and nearly 20 years’ experience as an ICC Certified Structural Inspector. I am finishing my Bachelor of Science degree in Civil Engineering at the University of Nevada, Reno.
I have a very strong technical background with over 28 years of extensive experience in Non-Destructive Testing (NDT). I currently possess a Craftsman (7-level) Certification with the U.S.A.F. I have performed NDT Level III services with past employers. My experience includes inspection and testing on a wide variety of aircraft and structural building and bridge connections utilizing Radiography (RT), Ultrasonic (UT), Eddy Current (ET), Dye Penetrant (PT) and Magnetic Particle (MT) testing methods, with emphasis on Ultrasonic (UT) weld testing and inspection utilizing shear wave inspection techniques on structural framing and pressurized piping connections. My experience also includes over 15 years of fabrication shop inspection, welder qualification and certification testing and field welding inspection and testing. I am an AWS Certified Welding Inspector (CWI) with extensive knowledge of AWS Welding and ICC Building Codes. I perform High-Strength Bolting and Weld Inspection and Testing on multi-level structures in accordance AISC and AWS methods and practices. Additionally, I am certified with ICC as a Special Inspector in Reinforced Concrete, Structural Masonry and Structural Steel and Welding and with ACI as a Level I Concrete Field Testing Technician. I am also certified by CPN for nuclear field density gauge use.
In addition to my inspection and testing experience, I have worked as a project manager on commercial, residential, industrial and public improvement construction projects. I have over 10 years of civil engineering project design experience. My background includes education and experience which have given me extensive knowledge and abilities in Civil Engineering project management and design for land development and roadway design projects in the following areas: project scoping/feasibility studies, proposal preparation, cost estimating, project plan preparation, construction management/contract preparation, traffic impact studies, drainage studies, water usage studies, sewer system analyses, septic system design, etc.
I also have a strong background in field and office surveying work and testing and inspection of soils, concrete and asphalt for conformance with plans, specifications and industry standards. I have 5+ years of experience performing laboratory testing on construction materials, i.e. soils, asphalt, PC concrete and steel. I have performed Engineer of Record (EOR) inspections for public and private improvements projects in most cities and counties in northern Nevada and the Lake Tahoe region of northern California. I have performed inspector duties on California DSA public improvement projects.

Staff II Associate Engineer, Scoping Section – Gather and analyze data relating to future department projects. Incorporate information into a pre-development project risk assessment, cost estimate and project scoping report. Since being assigned to this section I have developed a project tracking system and a project prioritization system to assist upper management in projection selection and funding decisions.

As Sr. Project Special Inspector, I developed and performed ICC/AWS certified structural welding/bolting testing and inspection procedures to ensure compliance with specified project standards.

As a Project Designer/Engineer/ Manager, I was responsible for the overall civil engineering design of residential, commercial, industrial and public works improvement projects. I met with clients and prepared engineering project proposals to meet client’s needs. I prepared project plans, reports, contracts, specifications, technical provisions, cost estimates, etc. My duties also included coordinating with our geotechnical, surveying, and testing departments, drafting personnel and overseeing the testing and inspection work performed on my assigned projects, I also reviewed and certified test results for compliance with project specifications and standards.
As Project Engineer/Inspector, I provided NDT Level III services to include NDT training and certifying of company personnel, developing inspection criteria following American Welding Society (AWS), International Code Council (ICC) and other Codes and Standards. As supervisor of NDT testing, I reviewed inspection and testing reports to ensure compliance with inspection and testing criteria. I certified inspection and testing results to municipalities for building occupancy permitting. I performed Ultrasonic, Magnetic Particle and Dye Penetrant testing on structural connections for buildings and bridges. I trained, tested, certified and supervised 3-5 employees. I performed shop and field welding inspections for compliance with industry standard codes and project specifications.
November 1999 to Present – Nevada Air National Guard, Reno, Nevada
I rejoined the military as an Air National Guardsman. I received upgrade NDT Training and acquired certification as a 7-Level (Craftsman) NDT Specialist, I provide technical support to the Branch Manager and training and supervision of assigned personnel. I perform supervisory duties to include upgrade training and certification, inspection technique development and implementation. I review inspection results and reports and make recommendations and/or perform back up inspection procedures as required. I utilize Radiographic (RT), Ultrasonic (UT), Eddy Current (ET), Magnetic Particle (MT), Dye Penetrant (PT) and Visual (VT) inspection and testing techniques to detect flaws in aircraft and ground support equipment structures, frames and components. As NDI Shop Radiation Safety Officer, I train and certify individuals to work as Radiation Safety Monitors. From 1999-2006, I supervised and operated an oil analysis program to detect wear metals in aircraft engines. I maintained monthly lab certification and accreditation with the Joint Oil Analysis Program (JOAP) located in Pensacola, Florida. In January 2011, I deployed to Afghanistan in support of Operation Enduring Freedom.
March 1997 to December 2001 – Lumos & Associates, Inc. Fallon, Nevada
As Sr. Inspector, I performed field testing and coordinated with contractors to provide troubleshooting advice when materials test results did not meet specifications. I created MS Excel spreadsheets to perform all necessary laboratory and field testing calculations to insure consistency and accuracy. Additionally, I supervised, maintained and operated a mobile soils and asphalt testing laboratory on an as-needed basis for isolated projects.
October 1994 to March 1997 - Pezonella Associates, Inc. Reno, Nevada
I began as a laboratory technician performing laboratory tests on soils, aggregates, asphalt, concrete and steel construction materials. Testing experience includes, but not limited to: sieve analysis, R-value, Atterberg Limits, Sand Equivalent, Triaxial Shear test, Plasticity Index, Proctor curves, Rice, Marshall and Hveem asphalt series testing including extraction, gradation, stability and flow, unit weight/density, coring and testing of cores, compressive strength testing on concrete cylinders, flexural beam testing, masonry prisms, mortar and grout cylinders, tension and flexural testing on reinforcing steel and beams.
July 1993 to September 1994 – A&K Earthmovers, Inc. Fallon, Nevada
As a laborer, I installed pipe, constructed curb, gutter and sidewalk as well as other concrete structures, AC pavement placement and compaction and operated heavy and light equipment. I have 6 months experience as a Hot Plant operator producing hot mix asphalt with this employer at their Fallon, NV plant.
February 1993 to July 1993 – Lear Siegler, Inc. Various Locations and Assignments.
As a Team Lead man for travelling Contract Field Teams performing modification/inspections to USAF aircraft, I supervised 5-25 employees, depending on the assignment. My duties included coordination with the Host Unit Customer to develop schedules, coordinate support equipment and personnel. I prioritized and assigned tasks. I supervised NDT and all related work. I performed administrative duties such as the preparation of weekly status reports, timesheet preparation and submittal for team members, implementation of company practices and policies. I developed and implemented programs to ensure compliance with customer quality control requirements.
September 1988 to February 1993– Lockheed Support Systems Inc. NAS Fallon, Nevada
As NDI Leadman, I set up an NDT inspection and testing program for the US Navy F-5 aggressor fighter squadron. I performed supervisory duties to include prioritizing and scheduling tasks, managing personnel and reviewing inspection results. I trained and certified personnel to become radiographic monitor assistants. I received several letters of appreciation from US Naval Inspection Teams for above and beyond standards compliance. I supervised 5-10 employees during this assignment.
February 1983 to April 1988 – US Air Force – Worldwide Locations
Utilizing RT, UT, ET, MT, PT and VT methods, I performed NDT inspection and testing on assigned aircraft and ground support equipment. I received upgrade training and attained my 5 Level (Journeyman) Certification.
