2/11 – 10/11 Telcordia (Contract position)
Senior Proposal Manager responsible for creating custom tailored IT proposals and presentations for customers all over the world. For each proposal I create a schedule/responsibility matrix and SharePoint site to help me manage the collaboration process. I develop winning differentiators that clearly demonstrate why Telcordia is the best choice for contract award. I lead a variety of technical leaders, graphics personnel and word processors to produce quality work under stringent time constraints.
6/10 – 2/11 CACI (Contract position)
Proposal Manager for IT and prototype related proposals (up to $260 million) that have included designing, developing, and testing: IED countermeasures; communications; sensors; infrared vision; and optical systems. Responsible for leading red teams and acting as a red team reviewer of highly technical proposals. Ensure proposals clearly demonstrate that CACI is the lowest risk contractor for meeting requirements and providing best value. As part of the red team process I frequently rewrite sections to add compelling differentiators as well as ensure compliance with requirements and page limitations. I also develop themes, text boxes, matrixes, and graphics to clearly show why CACI is the best choice for contract award.
7/08 - 1/09 Bowne & Co., Inc.
Senior RFP Specialist responsible for designing, building, and maintaining a Pragmatech RFP Machine Database to maintain quality and consistency within a high volume proposal environment. Due to several mergers and acquisitions it was necessary for me to completely rewrite all boilerplate text regarding, disaster recovery, customer service, QA/QC, security, implementation, and more.
4/06 - 2/08 AXA Equitable
Senior RFP Specialist responsible for creating retirement benefit plan proposals. Helped regional managers evaluate how potential pricing scenarios would affect probability of award and their commissions. Prepared monthly Forecast Reports that projected proposal win rate to make sure new contract awards would be on track to meet goals established in the marketing plan. Developed text and graphics that distinguished AXA Equitable as the industry leader. Created budgets and responsibility matrixes to manage proposals and ensure adequate time for review by senior management. Mentored RFP specialists so that they could improve their organizational and writing skills necessary to maintain marketing goals. Also responsible for ensuring all documents followed branding guidelines.

Proposal Manager responsible for managing billion dollar engineering, design, and construction management proposals. Developed marketing themes to differentiate Washington Group from the competition and distinguish it as the best company for the project. Created responsibility matrixes to keep engineers, subcontractors, marketing assistants and production personnel on schedule. Wrote original proposal text and edited the work of others to create a single fluid document with a single style. Created presentation materials for a diverse range of experts, and helped them improve their public speaking skills.
10/03 - 1/04 Global Systems Technologies, Inc. - Temporary Position
Business Development Director for software/hardware development, and IT services for hospitals and physician practices. Filled in for the Business Development Director while he was on a leave of absence. Created advertisements, news releases, presentations, web pages, and proposals. My responsibilities included making pursuit decisions, budgets, writing and editing.
8/02 - 7/03 American Water Services, Inc. - Temporary Position
Proposal Manager for this water and wastewater utility company responsible for every aspect of the proposal process, including budgets, and deciding which proposals would be pursued. Restructured a temporary proposal department to pursue 50 year contracts in excess of $100 million for the privatization of utilities on military bases. Also responsible for submitting joint power and wastewater proposals. To increase productivity and decrease cost I standardized formatting and created a database for resumes, project profiles, and boilerplate information. I also created policies and procedures that resulted in a dramatic increase in the percentage of winning proposals.
5/99 - 4/02 URS
Senior Proposal Manager for design and construction management proposals. I was directly involved with every aspect of the proposal process. Responsible for the preparation of qualification packages and proposals custom tailored to the needs of clients throughout the world. Developed winning strategies that clearly demonstrated superiority over the competition. Managed and coordinated a variety of technical leaders, editors, graphics personnel and word processors to produce quality work under stringent time constraints. Also prepared PowerPoint presentations and coached presenters during rehearsals.
4/98 - 5/99 Promatech, Inc.
Manager Business Development reporting to the owner of this engineering and construction management company. I developed strategies and established procedures that resulted in a 400% increase of contract awards. I was responsible for every aspect of marketing, from bid decisions to presentations with full responsibility for all aspects of proposals including cost, text, and graphics. Created negotiating tactics and procedures to increase contract value of awarded work. Made presentations and follow-up calls on all marketing materials sent to customers. Developed strategic alliances and ensured a good working relationship with other companies. Tracked personnel hours and expenditures billed to marketing. Created advertisements, news releases, presentations, web pages, and proposals. Ensured all marketing activities were thoroughly documented with a Microsoft Access database.
2/94 - 4/98 OHM Remediation Services Corp.
Proposal Manager with the highest win ratio in the department working under stringent time constraints. Augmented and utilized a Lotus Notes database to develop and write proposals encompassing multiple state-of- the-art technologies. Responsibilities included recruiting, training, and managing word processors, editors, and writers.
1/94 - 2/94 Technical Editor for OHM responsible for editing, writing, supervising, and coordinating various aspects of government and private sector proposals. Additional responsibilities involved preparation of marketing documents tailored to the needs of individual clients that ensured a place on bidding lists. Achievements included creating an experience database to improve the search process and reduce duplication.
9/92 - 1/94 Cenlar Federal Savings Bank
Loan Officer for hundreds of government loans totaling more than $40 million in value. Responsibilities required frequent financial computations, and careful examination to ensure compliance with all legal criteria. Responsible for interviewing customers and evaluating customer qualifications in addition to conducting title and flood searches.
