North Louisiana Oil Pollution Act (OPA) Program, United States Environmental Protection Agency (EPA) - Project Office Manager (January 2001 – December 2010). Established and developed the contractor responsibilities for the EPA Region 6 North Louisiana OPA Program. Responsibilities included preparing and implementing health and safety plans; providing technical assistance to federal, state and local agencies; removal contractor oversight to ensure timeliness and compliance with applicable OPA and state regulations and/or permits; conducting post-activity inspections to evaluate the adequacy and effectiveness of restoration and remediation measures (including but not limited to LDNR 29B). Additional responsibilities included competence in monitoring and sampling equipment, multimedia sampling techniques and procedures, and field documentation. Management activities involved utilizing resources and personnel to complete field activities and final deliverables submission within the EPA specified period of performance and dollars budgeted.

Hurricane Katrina House Demolition Air Monitoring - EPA Air Monitor Specialist (2007). As an Air Monitor Specialist, I worked on a regulated asbestos-containing material (RACM) Demolition Sampling Team that was responsible for the deployment and collection of AirCon2 asbestos samples from Katrina-related building demolitions under ISO 10312:1995. Sampling activities included field calibration checks, placing sample locations according to prevailing weather conditions, and field and database documentation. All samples were analyzed for demolition-related asbestos.

Hurricane Katrina/Rita Emergency Response - EPA Project Scientist and Collection Facility Manager (2005). As the facility manager, I assisted with federal, state, and local agencies in the collection, tracking, separation, and disposal of household hazardous waste (HHW). Additional responsibilities included competence in monitoring equipment, use of Microsoft Excel to track incoming and outgoing HHW, and management of field personnel and their responsibilities. I also provided daily technical reports as required by FEMA, EPA, and Louisiana Department of Environmental Quality (LDEQ).

NASA STS-107 Columbia Response - EPA Project Scientist (February 2003). Provided technical assistance to federal, state and local agencies; Additional responsibilities included competence in monitoring and sampling equipment, multimedia sampling techniques and procedures, and field documentation. I acted as a liaison between NASA, EPA, USFS, and FEMA officials.

Boy Scouts of America - District Executive (2000). As a District Executive, I conducted the necessary administrative duties to promote and provide scouting to youth in the district. Some of the duties included the supervision of membership, finance, and manpower for three East Texas counties. A primary responsibility included the continuous recruitment of volunteers as well as organizing their assistance. A secondary, but crucial role included the creation and development of new scouting units by recruiting youth and chartered organizations.
