Over 20+ years experience in the Aerospace/Defense Project Management disciplines with respect to Scheduling and Earned Value Management System (EVMS) and a certified PMP. Position: Senior Master Scheduling/EVMS Consultant

Advise, develop and maintain detail as well as a 10,000 line IMS on all elements of the Nine Billion Dollar ORION program with emphasis in Engineering and the PMO to proactively support CAM/IPTs (Integrated Product Teams) with Hardware/Flight Software and provide any metrics/reporting for the Program Office on a fully Earned Value (EVMS) program . Provide IMP/IMS development and analysis of integrated schedules, resource planning, budgets, and current performance and program forecasts. Track and assess program progress, perform continuous risk management and recommend strategies to adjust to proposed program changes. Closely follow financial status, assess performance and establish future budget requirements. Analyze contract requirements and work closely with contracting staff to provide suitable, timely and accurate contract modifications. Plan, lead, participate in and track actions resulting from program reviews (PMRs). Develop schedule structures to ensure horizontal and vertical traceability of integrated schedules. Ensure an accurate, and updated WBS and Period of Performance Alignment (Cost/Schedule) on a per cycle basis. Position: Senior Scheduling/Planning Consultant

Master Scheduling Consultant working with Microsoft Project and Open Plan to develop the Integrated Master Schedule (IMS) within an EVMS environment to develop metrics and provide analysis on the GPS III program. Worked with Lockheed Martin (Prime Contractor) and with the internal CAMs and Deputy Program Manager to manage and mitigate negative float and establish work around plans in conjunction with with developing the next rolling wave planning phase from PDR through CDR. Proactively was the Master scheduler for the current rolling wave schedule that was in place and was responsible for all of the typical roles and responsibilities of that position, including, Cost/Schedule Status, metrics, PMR preparation, risk analysis/mitigation. Directly held daily meetings with the PMO, most specifically with the Program Manager, DPMO, IPTs/CAMs, REAs, etc for schedule development, or with respect to the master schedule position, typically one-on-one real time interfacing. Other activities included incorporation of ECPs, BCRs, etc.

Raytheon Corporation – Missile Systems Division via Geologics Consulting Corporation, Tucson, AZ

Position: Senior Scheduling/Planning Consultant

Provided RAM Block 2 Program as a Master Scheduling Consultant, providing hands-on experience working with Microsoft Project to improve the Integrated Master Schedule (IMS) as well as the individual detail level schedules, within the confines of EVMS. Responsible for new process which led to reduction of all negative float scenario’s which included resource issue resolution, duration analysis and risk review. Utilized the Raytheon patent approved RPM Scheduling/Planning Tools that run within the Microsoft Project 2003 Environment which automates analysis such as cost and Earned Value exporting, path traceability and scorecard metrics. Also worked on the HDD Proposal using Open Plan for submitting an RFP and Monte-Carlo based schedule which aligned with cost data period of performance (POP).

Northrop-Grumman Corporation Space Technologies Division, Redondo Beach, CA

Position: Senior Scheduling Manager/Project Manager

Provide Senior Scheduling (EVMS) Management, systems programming and developing IMP/IMS. Role included devising and implementing a strategy to effectively transfer schedules to our prime contractors, as well as receive schedules from our subcontractors on several multi-billion dollar programs. Designed a strategy to segregate integrated schedules so that the user community could benefit from multi-user access with record by record usage through the master file. Master Scheduling included integrating detailed schedules to develop a fully integrated IMS on large development programs within the Space Technology Division and developing Metrics/Customer reporting. Daily activities include managing staff, reporting to the customer and the Program Office schedule related issues. Able to develop and analyze schedules under pressure in order to complete deadlines. Automation efforts improved efficiency through custom programming using Visual Basic for Applications within the MS Project and Excel. Implemented systems and processes throughout various programs using Primavera 6.1 and Open Plan on various programs. SSBI, DoD Clearances required.

Supported various multi-billion dollar Radar and Electro-Optical Programs & Proposals for various detailed and IMS Development and Maintenance.. Proactively performed in a Lead/Master Scheduler capacity to facilitate detail/summary level planning and scheduling via Microsoft Project. Developed macros using VBA to help efficiency for scheduling processes and reporting. Work also included: Earned Value reporting, milestone metrics, buffers, network and critical path analysis, Monte Carlo Analysis, Risk analysis, CAM schedule status, and managing exchange milestones. Boeing Space and Communications via Tim Wallender and Assoc. - El Segundo, CA

Position: Master Scheduler/Consultant

Supported PMO and Engineering function on various multi-billion dollar commercial and military Satellite Programs including Joint Strike Fighter Proposal (F-35). Created and Maintained Program Schedules via Microsoft Project and provided cost/schedule integration for various Integrated Product Teams (IPTs) including System Engineering, Integration and Test (I&T), Design, Software, etc… within the Program Planning and Controls (PP&C) function. Integrated, analyzed and reported program performance against plan (EVMS) and supported gate process. Provided analysis of program status, monitored and maintained baseline control, developed automated enhancements for streamlining scheduling processes. Analyze procedures, control systems and work measurements to provide continuous improvement for effective planning and cost control. Generated Program Master Schedule and identified Giver/Receiver relationships and performed Risk Mitigation and analysis (SRA). Used MS Project to develop lower level schedules for various Integrated Product Teams within the International Space Station Program. Provided EVMS analysis of program status, monitored and maintained baseline control. Provided program management reports for various metrics, queries, and real-time feedback on different “what-if” and “was/is” analysis for mitigating negative float.
