Chief, Drinking Water and Ground Water Protection Section
Administers Region 2's drinking water program pursuant to the Safe Drinking Water Act. Utilizing a diversified staff of engineers, scientist and specialists directs the state delegated Public Water System Supervision Program (PWSS) and directly implements the program on Tribal lands in NY.
Oversees and supports state delegated PWSS programs. Provides assistance to four states (NJ, NY, PR & VI) in support of their delegated responsibilities; negotiates and is responsible for the award of multi-million dollar program grants annually, ensures that workplan commitments are met; conducts formal evaluations of state programs; provides comprehensive tracking of state primacy retention packages to ensure that approvable packages are developed and submitted within the statuary deadlines.
Investigates drinking water emergencies and provides technical assistance and outreach on drinking water issues and provides technical assistance to the NY City Watershed Team and Superfund and RCRA programs.
In addition, implements the ground water protection and Sole Source Aquifer Protection program Region-wide and the Drinking Water Infrastructure Grant program in the Virgin Islands and the Region 2 Indian Tribes involving the award of annual grants for construction of drinking water infrastructure.
Since 9/11, responsible for the Regional water sector security coordination and implementation activities. As part of these new responsibilities, received extensive training on water security and “all hazards” needs for the Water Sector and performed training of state and public water systems on security issues. Specifically, conducted numerous training sessions on security issues in NJ since 9/11.

Responsible for supervising and managing a multi-disciplinary professional staff of engineers to directly implement various Clean Water Act programs in Puerto Rico and the US Virgin Islands.
Major programs included the National Pollutant Discharge Elimination System (NPDES), Construction Grants and Clean Water State Revolving Fund (CWSRF).
Specifically, drafted and issued municipal NPDES permits in Puerto Rico, prepared administrative enforcement actions in Puerto Rico and the Virgin Islands, provided direct oversight, negotiation and implementation of Federal Judicial Consent Decrees in Puerto Rico and the Virgin Islands and the award on millions of dollars of annual grants to PR and VI authorities.

Responsible for implementation of the Ocean Dumping Ban Act and ocean disposal provision of the Marine Protection & Research Sanctuaries Act (MPRSA).
Directed the planning, development and implementation of the ocean disposal program dealing with such functions as permitting, management, monitoring, oversight and enforcement.
Responsible for supervising and managing a multi-disciplinary professional staff of engineers and scientist implementing the Ocean Dumping Ban Act. The Section was the Regional focus for all ocean disposal permitting, compliance, enforcement, negotiation of Federal Judicial Consent Decrees (including ocean dumping of sewage sludge phase-out schedules), site designation/de-designation and site monitoring activities.
Responsibilities also included negotiation and oversight of all land based sludge (residuals) management alternatives, including coordinating with all State environmental agencies.

As Senior Program Manager, directed the coordination, development and implementation of various programs under the Clean Water Act (CWA).
More specifically, managed the Regional Non-Point Source Program, Water Quality Management Program, O&M Program, State/EPA Agreements and Construction Grants guidance, policies and regulations. Developed the Region's Point/Non-point Source Integrated Assessment Policy and implementing guidance.
As senior project engineer, was responsible for management of over 50 projects under the Clean Water Act Construction Grants Program. Conducted review and or approval of the following reports and activities: numerous grant applications (multi-million dollar), engineering reports, facilities plans, environmental assessments, plans and specifications, construction contracts, change orders, on-site construction inspections, engineering contracts, and audit reports.
Prepared Environmental Appraisals and Finding of No Significant Impacts (FONSI’s) on selected construction grants
projects under the National Environmental Policy Act (NEPA).
