Project Manager/Architect (09/2006 – 11/2007)
Spearheaded the NORAD-Northcom effort for the transition of the Integrated Tactical Warning Attack Assessment (ITW/AA) system to the Stream Control Transmission Protocol (SCTP); coordinated the efforts of virtual teams in multiple locations; set up training sessions for remote users to provide adequate training and enable migration of their systems to the new protocol. Successfully orchestrated the system wide change with minimal down time and outages at all locations.
* Represented NORAD J6 in a six-state regional FEMA disaster preparedness workshop.
* Demonstrated strong communication and public speaking skills; actively participated in multiple presentations, pre-briefs, and working groups.

For a Lockheed-Martin team, provided leadership and direction to a technical team of 28 systems engineers, hardware engineers, software developers, and maintainers of air, space, and missile missions. Optimized $15M annual budget. Conducted budget analyses and design reviews. Assessed problem reports and assigned them for action and resolution. Coordinated timeline for troubleshooting, writing software fixes, process upgrades and revisions; ensured down-time complied with government specified time limits. Performed root cause analysis.
* Championed Air Mission Users during requirements development phase and throughout project life cycle; coordinated with end users and developers to ensure product development plans were linked to specified customer needs. Strengthened customer relationships as the customer advocate throughout the project life cycle to ensure on-time and on-budget delivery of project objectives for Air migration.
* Orchestrated migration from inefficient, error-prone process to automated software build process. Leveraged resources from multiple other projects, coordinated the investigation and selection of the best product to enable a repeatable build process, ensuring uniformity in the build process, with predictable, repeatable project results. Return on investment on new system was estimated at less than five years, with the costs being offset by reduction in headcount and associated expenses.
* Monitored and controlled projects to ensure efficient utilization of project resources including software and hardware deployment and integration, and test and verification activities at multiple locations.
* Used structured task estimation process, work breakdown structure (WBS) and integrated master schedule (IMS) to efficiently manage cost accounts and report earned value (EVM) and metrics to government customer.
* Led team of software developers using Agile Methodology, in Web environment, in the development of an Oracle-based infrastructure as well as the client’s unique applications, and the installation of over 100 workstations, and the supporting servers. Identified, documented, and managed scope and deliverable change requests. Coordinated daily tasks and assigned project resources.
* Tracked all budget-related information. Monitored risks, and escalated to management as appropriate. Planned for and controlled quality by reviewing items prior to delivery to customer, and worked with QA throughout the lifecycle. Test Director / Lead Analyst
Led the preparation for, and execution of eight national level exercises for USPACOM. Served as test director for three exercises and two Operational Evaluations; co-test director for two exercises, and Joint Staff observer for one exercise. Coordinated efforts with 25 staff members remotely deployed in Hawaii, Alaska, Korea, Japan, Arizona, and Washington DC. Team built test plans and test procedures, and prepared battle staff training materials. Trained and prepared 35 battle staff members for the two weeks prior to each exercise.
* Commended by Rear Admiral W.W. Pickavance, Director of Operations, USPACOM, for the quality of these exercises and for the professionalism displayed in the development and execution of the exercises.
* Planned, organized and managed daily operation of test injection system for test of satellite communications system. Set up daily start-up and shut down for a period of 45 days; drove flawless testing, and prevented a restart which would have cost the government approximately $1MM for just one day.

Staff Engineer
Provided software development and maintenance support to NORADs 427M. Isolated several disconnects between 427M (first space tracking program) and SPADOC4C (second space tracking program). Identification of these disconnects prior to the switchover date enabled the SPADOC4C contractor to change their system to be compatible with the old system and ensuring that no capability was lost when the systems were switched over, and prevented the loss of data and the potential loss of satellite coverage.
* Designed, developed and implemented a unique database to map the location of the cables inside the Cheyenne Mountain Operational Complex (CMOC).
* Completed technical editor training; acted as technical editor for all classified work done by company.
