Profitably managed branch office public works infrastructure/development engineering projects and new business development proposals for the Pennsylvania Public Works Department of a nationally-ranked full-service consulting engineering firm. Profitably managed multi-disciplined municipal engineering and construction projects for various municipalities throughout southeastern Pennsylvania.
Economically assisted municipalities with infrastructure maintenance and restoration recommendations, including municipal roadways, stormwater management facilities, and other municipal facilities. Professional Engineering design, review and oversight of municipal infrastructure engineering and subdivision/land development/zoning projects, in accordance with all ordinances and other regulations.
• Green Hills Management Company (a Gilbert Associates’ subsidiary company), Reading, PA, Manager of Construction Projects, 1992 to 1995:
Successfully permitted and constructed a 141,000-square foot, granite and glass office building and associated major site infrastructure, under budget ($16-million) and on schedule, as the owner’s representative for a commercial real estate management and development company, including review of permitting in two adjacent townships and construction contracting for interior tenant fit-outs.
Directed and managed all corporate construction and tenant fit-out activities, including construction planning, scheduling, monitoring, permitting, cost estimating, budgeting, bidding and bid evaluations, and quality control supervision of general contractors, subcontractors, and in-house craft personnel.
Reduced costs by disallowing/rejecting many A/E and contractor-submitted change orders for extra compensation, based upon review and evaluation of all applicable contract document requirements.
Managed streets/roads, water supply, sanitary sewage disposal, and electrical infrastructure systems master site plan studies and design for a proposed 500+-acre mixed-use corporate center.

Trained and managed eight subcontractor review teams for a five-year environmental restoration and waste management plan independent design and cost estimate for a Federal Government agency (USDOE); project completed below budget and with the utmost quality. Project value was $8-billion.
Performed civil engineering design and coordination of CADD and geotechnical engineering for a $6-million low-level waste collection and transfer system upgrade project for a Federal Government agency (USDOE), including pipelines, buildings, and site development; project construction cost was $50-million. Also engineered and observed numerous power generation station plant site projects
Successfully engineered, designed, contracted, and managed municipal/public works infrastructure engineering and construction projects in Berks County, PA.
Developed marketing documents and engineering project proposals for traditional engineering and construction phase services, including new services, such as hazardous waste identification and remediation in the Federal Government market sector, and certified construction inspection services for municipalities in the local government market sector. Also obtained Professional Engineering Registrations in the States of Maryland, Tennessee, and North Carolina in support of these activities.
