06/1983 To: 10/2006 - ARINC Engineering Services, LLC, Lexington, Massachusetts - Principal Engineer.

As a Principal Engineer supported several Hanscom Air Force Base acquisition programs from weapon system development, prototype and fielding. Responsibilities varied by program:

Engineering: Support to the U.S. AWACS' Diminishing Manufacturing Sources and Material Shortages (DMSMS) proactive system analysis program; responsibilities included: identification of Shop Replaceable Units (SRU) that contained obsolete components that potentially could cause the weapon system not be operational in the future due to the lack of spares.

Provided inputs for updating the Integrated Master Schedule represent DMSMS problems on intranet's Livelink program; developed an indentured bill of material (BOM) using electrical schematics and block diagrams that were provided by the contractor.

Project Leader responsible for: leading an ARINC team in performing platform hardware integration surveys, documenting requirements for modifications dictated by multiple program modifications, and assisted the Government in developing budgetary cost estimates for the installation of Group A and B hardware and sustainment for Enhanced JTIDS (EJS), JTIDS, HAVE QUICK, LUFS, MUFS and SINCGARS programs.

Reliability - Participated in the Government / Contractor Failure Review Boards (FRB) identifying failure trends, as well as, suggesting risk mitigating alternatives;

Established, maintained, and managed Joint STARS (JSTARS) Joint Reliability Maintainability Evaluation Team (JRMET) program. Analyzed initial JRMET failure data, assigned Work Unit Codes (WUC),

Prepared reports correlating Government observed failures to Contractor's failure reporting and corrective action system (FRACAS) data identifying critical failures, failure trends, and contractor's resolved issues through redesign on the JSTARS program.

Worked closely with AFOTEC and prime contractor in analyzing operational test & evaluation weapon system documented JRMET failures;

Participated as an Active Member of the Physical and Functional Configuration Audits (PCA / FCA) of the entire E-8C weapon system prototype in support in forming the baseline documentation for production.

Parts Control - Managed the JSTARS Military Parts Control Program (MPCAG), responsibilities included: reviewing and coordinating with the Government, contractor requested components that were to be integrated into JSTARS' "new" designs; documented,

Prepared and presented proposed changes to the configuration control board (CCB) for approval;

Established the Joint STARS DMSMS program to identify replacement components or alternative manufacturing sources in order to either maintain production schedule or continue sustainment fielded systems;

Program Manager for the DMSMS Teaming Group under contract to the Office of Secretary of Defense – Consisted of all Government activities such as Army, Air Force, Navy, Marines and the Federal Aviation Authority. Other participants were the Original Equipment Manufactures; After Market Suppliers and original component manufacturers; and Alternative sources such as Sarnoff, that developed replacements for multiple program obsolete active devices to support production, and continued supportability of fielded equipment.

Configuration Management (CM) - Responsible for: Preparing the MILSTAR CM Program plan; analyzed drawings prepared for the preliminary design review (PDR) and critical design review (CDR); Active member of Source Selection - decision process between two MILST AR development contracting teams, providing the program management with comments consisting of strengths and weakness of each contractor.

Logistics - Equipment Integration management - Responsible for: Organizing, managing, identifying cost and schedule risk as part of the Platform Integration Control Working Group (PICWG) designed to work with each contractor team's design and with multiple platform managers 1 platforms' specific equipment integration planning and related issues; Assisted the Government in developing the program schedule for installation of the MILSTAR system; Organizing, managing, and leading multi-weapon system platform managers' group in the preparation of an integrated Modification Program Management Plan (MPMP) capturing each specific platform's cost and schedule constraints for the integration of the newly designed equipment; assisted the program office in identifying the integration requirements for the implementation of the revision of existing SATCOM UHF control head modification to accept the installation of a Hand Held Module.
