PSA Theodore Mordecai

Supervisory Special Agent (SSA) Theodore Mordecai currently serves as the Personal Security Advisor (PSA) to the US Secretary of the Navy. In addition, Mordecai served as the PSA to (4) four Commanders of the Fifth Fleet. While serving with NCIS, SA Mordecai has pursued challenging assignments, which have enhanced his professional posture and operational capability. During the span of SA Mordecai’s unique law enforcement career, he has successfully completed several protective service operations while serving as a member of the law enforcement community. The following prior responsibilities serve as a snapshot of his protection experience.

From July17/Currently, Personal Security Advisor (PSA) Mordecai has served as the Lead Security Agent in Charge of the last four Commanders of the Fifth Fleet/US Naval Forces Central Command, Bahrain. Mordecai has successfully and dutifully served as the PSA for the Commander of the Naval Central Command/Commanders FIFTH Fleet/Commander, Maritime Forces. While serving in the capacity as the PSA, Mordecai steadfastly provided the highest degree of leadership and sage operational guidance to twenty five (25) NCIS Operational Representatives and one NCIS Special Agent. Mordecai coordinated, facilitated and led protection operational responses to real-world security threats within the demanding CENTCOM AOR.

In support of the mission, Mordecai instituted operational judgment calls, which positively steered the operational fidelity of the security mission. Mordecai conducted operational overviews of the security mission and utilized the findings to established concise operational pillars, which ladder up to the team’s full mission profile. In addition, Mordecai successfully conducted operational liaisons with the NAVENT Flag Staff, which supports a strong command climate.

While serving as an NCIS Agent supporting the Walter Reed National Military Medical Center (WRNMMC), Mordecai successfully served as the NCIS Liaison Security Advisor to the U.S. Secret Service, in matters concerning the operational movement of the President and Vice President of the United States, along with their respective family members. His role and responsibilities consisted of advance logistics, securing facility intelligence, analyzing base security logistics and serving as a security supervisor during actual movements. In addition, while serving as an NCIS Agent at the United States Naval Academy, Mordecai served as a Liaison Security Officer for the Commandant of the Naval Academy. He served in this position during the Naval Academy Graduation and Naval Academy football games.

While serving as a United States Federal Air Marshal (Washington DC Field Office), Mordecai successfully completed several personal security details for high-ranking members of the U.S. Government. He provided security for Barbara Bush, the Department of State Secretary, the Department of Energy Secretary, the Department of Labor Secretary, the Department of Education Secretary, the Department of Transportation Secretary and the Secretary of the Environmental Protection Agency.

While serving as a Police Officer with the Metropolitan Police Department, Washington, DC,

Mordecai served as a member of the President of the United States (POTUS) motorcade and security logistics team. Additionally, after the 9/11 attack, he served on a dedicated personal security team for the Vice President of the United States.

While serving as an Amtrak Police Officer (Washington, DC Field Office), Mordecai served as a direct Personal Security Advisor to the POTUS. In addition, Mordecai served as a PSA with Supreme Court Justices during their travel aboard Amtrak trains

From 07Jul14 through 07Jul17, Mordecai served as the NCIS Representative to the Combined Maritime Forces (CMF) - Coalition Task Force (CTF)-150. Mordecai conducted several successful maritime interdictions in support of combating the flow of nefarious smuggling within the region of the Indian Ocean. In addition, Mordecai has completed several maritime capacity-building initiatives within the region.
