Overall Responsibilities include:
Administer employees’ remuneration and benefits, maintaining a high degree of accuracy and confidentiality.
1.Maintaining 3 payroll data base file for 2 500+ employees categorized as Seasonal employees, fixed duration contracts and permanent employees thus three (3) payrolls. (NEC payroll, Non NEC payroll and Superintendents Payroll.
2.Consolidating and processing payroll data submitted by Human Resources Officers.
3.Managing benefits withholding, payroll deductions, garnishments and levies.
4.Preparing, reconciling and processing statutory returns to the highest standards within the legislated deadlines.
5.Issuing and distributing pay slips to all employees and processing salary transfers.
6.Computing and processing monthly leave liability and provisions.
7.Preparing month end payroll journals for posting to the General ledger and ensuring that the payroll costs are correctly allocated to the respective cost centres.
8.Preparing salaries comparative reports for comparison of month on month payroll costs i.e. for payroll costs trend analysis.
9.Reconciling payroll clearing account
10.Preparing departmental staff head count figures and man hours report and other payroll reports for presentation in company strategic meetings.
11.Provides accounting support to finance personnel, and ensuring that the salaries account is sufficiently funded.
12.Leave management, accruals and taken.
13.Participates in preparation and monitoring of the department’s budget for the elaboration at TPZ’s company plan.
14.Preparing monthly, quarterly and year end reports.
15.Processing staff loans and reconciling staff debtors and salaries clearing accounts.
16.Liaising with the payroll service providers for payroll upgrades and system maintenance.
Administration of TPZ pension fund i.e. registration of new members, facilitating claims for exiting members, assisting the Principal Officer and the trustees in the day to day running of the pension fund.
-Reconciling pension fund contributions for remitting to the company Pension Fund administrators.
17.Fulfilling reporting requirements in accordance with all government regulations.
18.Preparing audit schedules for external year end audits.
19.Carrying out periodical Salary surveys. Remuneration and benefits research.
20.Preparing monthly and year end reconciliations i.e. payroll, pensions, PAYE, NEC, garnishees and other payroll creditors.
21.Registration of employees on NSSA pension scheme and processing claims for retirees and deceased employees’ spouses.
22.Registration of employees on CIMAS Medical aid scheme and reconciling month on month the CIMAS account.
23.Preparing salary increase schedules for authorization at any given time.
24.Ensuring that all payroll summaries, payments submission reports are filed in their respective files. Adhering to the company standing Retention schedules, archive management
25.Ensuring compliance to the TPZ Records Management Policy and guidelines.
26.Staff Welfare; Processing staff loans, Offering counseling services to employees, and family members
27.Comply with the requirements of Statutory Instrument 68 of 1990 and National Social Security Authority (Accident Prevention and Workers’ Compensation Scheme) Notice, 1990.
28.Comply and discipline subordinates in line with the requirements of Tobacco Industry Code of Conduct
