STATE OF MARYLAND, Prince George’s County Office of Child Support, Temple Hills, MD

Oversee and manage the daily operations of the accounting processing units - Fiscal and Procurement & Budget; managing a staff of six, where I direct, plan, assign work, evaluate, monitor performance, identify training needs, provide advice, guidance and counseling on work related and administrative matters.

Ensure that the functions are completed accurately and timely with appropriate documentation and separation of duties in accordance with Federal, State and Local policies and procedures, and the generally accounting principles.

Developed and implemented policies and procedures to ensure that account adjustments, movement of funds, bank reconciliation, expenditures and fiscal requests are processed in accordance to guidelines set by the Local, State, Federal and Legislative Auditors. Work closely with the State auditor’s to implement processes to prevent future audit findings.

Manage the agency’s child support collections. Prepare documents to be submitted to the State Comptroller for recoupment of funds to cover errors caused by the agency’s staff.

Input requisitions via FMIS for purchase orders, process travel vouchers, monitor, order and fill supply requests, gather quotes for products and equipment for the agency’s use, keep track of inventory, meet with contractors and vendors, facilitate bidding conferences attend monthly budget and procurement training and closing meetings. Review and approve all of the agency’s bills for payment.

Participates in the planning, development and preparation of the agency annual budget, and monitor the activities of the unit to ensure that there are no over expenditures. Review and make recommendations for the agency’s Cooperative Reimbursement Agreement (CRA).

Subject Matter Expert (SME) for the re-write of the Customer Service Call Center Desk guide for the State of Maryland, New Hires RFP, the Child Care Subsidy/Compliance letter, re-write of the Financial Management Guide and assist with training the staff alongside the University of Maryland. Served as treasurer for the Maryland Joint Child Support Council.

May 2010 to February 2011 – Interim Assistant Director

STATE OF MARYLAND, Prince George’s County Office of Child Support, Temple Hills, MD

Plans, directs, organize, leads and coordinates the daily operations of the Division of Operations which includes the Customer Service Center, Intake Units, Court Mediation Team, and the accounting processing units that consist of Fiscal and Procurement & Budgetary. The work involves managing, coordinating and assessing the work of 50 staff members engaged in providing an effective and efficient child support delivery system, registration of new cases, locating non-custodial parents, and establishing paternity, child support obligation, enforcement, modifying the child support order, interview, initiating interstate orders and processing of IV-A referrals for customers that receive temporary cash assistance, minor children that have been place in Foster Care and ones that are placed in the Juvenile Justice System, and providing alternative to litigation for custodial parents and non- custodial parents in resolving their differences through mediation process. Ensure that all Units have proper coverage at all times.

Participates in the planning, development and preparation of the agency annual budget, and monitors the activities of the unit to ensure that there are no over expenditures. Assist with negotiations of service contracts.

Interviews and hires as vacancies occur with final approval of the Director. Initiate recommendations with respect to promotions, transfers, and separation of employees. Investigates complaints made against employees, reviews and evaluates employee’s efficiency reports, take disciplinary action and make administrative decision when necessary.

Provide advice and counsel to the Director and assists in identifying agency goals, establishing program priorities, and evaluating utilization of personnel and equipment toward goal fulfillment.

Conducts research relating to current or anticipated operations with the results directed towards the improvement of the organizational efficiency. Monitor overall operations of the agency in absence of the Director.
