Provided direct technical liaison for NFPA technology programs through North American communities and emergency service departments and other US agencies to foreign governments.

Responsible for fire service technology programs in Saudi Arabia, Qatar, Unite Arab Emirates, Taiwan, Columbia, Libya, Argentina, and Venezuela. These programs included code and standards development, arson and fire investigation, fire service training, computer-aided dispatch development and public education, hazard assessment and mitigation planning including implementation and monitoring.

1976 – 1977 United States Fire Academy – Deputy Superintendent (National Fire Prevention and Control Administration) (on leave from NFPA). Responsible for staffing, site management and curriculum development. Provided direction and overall responsibility for community grant programs.

Under the direction of the Superintendent, directly responsible for the development of curricula, administration of professional and technical staff, execution of courses of study, acquisition and development of physical facilities and software, administration of grants and contracts to state and local governments, and the general day to day administration of the US Fire Academy.

1972 – 1976 National Fire Protection Association, Director of Research, Boston, MA

Responsible for the establishment and operation of the Research Division, including the development of mission related projects and obtaining of support to carry them out. These programs funded by HUD, AID and the US Department of Defense and other Agencies

Responsible for project planning, development, contract negotiations, and supervision of implementation. Major projects included development of Uniform Building Codes, hazard assessment and mitigation models that were field implemented, monitored and handed off to local communities.

1972 – 1976 Massachusetts Department of Vocational Education and Department of Public Safety – Consultant

Responsible for the development of Fire Service Master Plan for the Commonwealth of Massachusetts. This plan included training and education functional objectives and an organizational model for the development of an arson task force and related required training. In addition, developed “Metrofire”, a comprehensive mutual aid plan for 101 cities and towns in the greater Boston area which included hazard assessment and programs to mitigate local issues and rehabilitate infrastructures.

1964 – 1972 NY State Division of Fire Safety, Office of Local Government – Assistant Director of Technical and Field Services

Responsible for planning, development, direction, coordination, and evaluation of all training and technical activities of the Division of Fire Safety. Supervised inspection of state owned buildings, pubic and private colleges and religious schools for building construction/life safety. Provide technical support and grants for localities implementing hazard abatement programs.
