Deputy General Manager 03/2009 – 04/2012

Communicated with the general manager in handling the daily operations of the Research Operations, Engineering and Maintenance (ROME) contract at NASA Langley Research Center with annual revenue of over $85M while attaining safe and efficient execution of all activities. Expert leadership of a high-caliber workforce comprising 4-directors, over 25 project managers, 220 engineers, technical professionals, and over 200 craft personnel. Prepared comprehensive semi- annual performance evaluation reports negotiated and changed the contract statement of work (SOW) and coordinated monthly performance reviews by interacting with the client.

• Invited as a Guest Instructor for “Engaging the Workforce” at the Jacobs Leadership College.

• Led a national task force of subject matter experts (SMEs) who benchmarked the performance of the National Transonic Facility (NTF) at NASA Langley. The effort resulted in a follow-on contract valued at

$15M to optimize the data acquisition and facility control systems.

• Created and implemented service plans outlining clear performance goals, budgets, and metrics, improving communication and expectations between Jacobs and NASA.

• Collaboratively developed and implemented the ROME Blue Leadership training program - A 6-module course offering comprehensive training to over 100 leaders focused on communication, leadership, project management, and company values.

Overseeing the execution of all business-related functions associated with the ROME contract, including management of approximately 20 people in the Financial, Human Resources, Procurement, Subcontracts, and Workforce Development groups.

• Championed Lean Six Sigma Process improvement events for increased Award Fee Performance metrics from 82% satisfaction to 93% within six months. Led numerous events that included NASA and Jacobs leadership, craft, facility safety heads, and facility management. Director, Information & Data Services 03/2005 – 03/2008 Expert oversight of an approximately 55-person department and an annual budget over $4M. Accountable for the delivery of information and data-related services to NASA Langley’s five major wind tunnels, numerous research facilities, and all ROME contract personnel with over 450 desktops, including design, implementation, maintenance, and repair of research data acquisition and facility automation-control systems; measurement and test equipment (MTE) calibration and repair services; Software configuration management services; planning and implementation of IT enterprise architecture; IT business system administration of multiple custom and commercial applications; and system administration of all ROME desktops as well as more than 100 specialty data acquisition systems on a variety of platforms.

• Integral role as a sole contractor representative on the NASA Langley Asset Management Program (LAMP) Board, Implementing critical initiatives:

- Clearing House: Provided a strategic view of completed work on the ROME contract aiding in the guarantee of proper allocation of limited funding toward the fulfillment of mission-critical objectives.

- Asset Hierarchy: Served as a framework to streamline the management and reporting of facility, system, and assets, including the cost of ownership for 100’s of thousands, of one-of-kind research equipment.

• Reduced Costs by 50% within the first year of NASA Langley’s Measurement and Test Equipment (MTE) calibration and repair services by outsourcing these metrology services. Steered a multi-discipline team of contract specialists and engineers in the procurement process (Request for Proposal (RFP) preparation, Contract Award, and 6-month performance reviews), emphasizing consistent speed and quality standard expectations while reducing costs.

• Led the Electronic Timecards (Oracle HCM) Implementation for North America, affecting over 40,000 employees at over 200 offices in North America (the US and Canada). Advocated and prepared the ROI analysis for Jacobs’ executive team, established the requirements, ensured Sarbanes-Oxley (SOX) compliance, and a phased implementation plan.

- Coordinated the Project Kick-off meeting with over 30 stakeholders, 200+ technology professionals and Oracle consultants.

Manager, Information Technology 09/1999 – 04/2002

Spearheaded initiatives to develop the Jacobs Enterprise Management System (JEMS), providing business system solutions to meet the specific needs of business units throughout the technology region.

• Proposed to senior executives, implemented, and managed the design and deployment of JEMS for 9- business units (over 6,000 users and tracking projects totaling over $800M) across the United States.
