Oversee all legal and compliance matters for the Galveston County Health District and its subsidiary Federally Qualified Health Center, Coastal Health & Wellness, an organization collectively comprised of approximately 300 employees. Manage any claims brought against the Galveston County Health District, and facilitate all organizational actions pertinent to the United States Federal Tort Claims Act.
Ensure entity and personnel compliance with all federal Health Resources Services Administration and Texas Department of Health & Human Services regulations.
Prepare and enforce a multitude of organizational policies related applicable healthcare laws including the Health Insurance Portability and Accountability Act (HIPAA), the Health Information Technology for Economic and Clinical Health Act (HITECH), mandatory physician reporting measures, Anti-Kickback and Stark laws, and requirements for plausible engagements with business associates. Regularly audit and report organizational adherence with technical, administrative and physical safeguards to corporate executives and applicable governing boards.
