Conducted pre-planning project management activities for the MMIS 2020 to avoid scheduling delays, cost overrun, and burned-out team members and overcame an aggressive project schedule. Led a team of six people to conduct process and product quality assurance activities including a Root Cause Analysis of the Deliverable Approval Process which expedited the approval of one-million-dollar invoice payments.

NEW MEXICO (NM) MMISR 2020 - Senior Project Manager/ Architecture Governance - TPGSI

Created the Technical and Architecture Governance Standards for NM MMISR to establish consistency and promoted compatibility and interoperability that lead to a simplified platform and faster time-to-market solution.

HRSA National Practitioner Data Bank (NPDB) – IV&V Project Manager - TPGSI

June 2017 — June 2018

Led eight people to assess the NPDB technology platform and user fee economic forecasting, which resulted in better governance, efficient procurement process, and improvements in database and reporting capabilities. Integrated with Scrum team and helped them improve by adopting scrum values including empiricism, product value, teamwork, team process, team identity, and organization structure and culture. Coached the product Owner different techniques to refine the backlog such as user stories splitting, team capacity, and increment quality to meet the definition of done.

CMS Healthcare Integrated General Ledger Accounting System (HIGLAS), IV&V Project Manager - TPGSI

Assessed HIGLAS system development against CMS eXpedited Life Cycle (XLC) including quality, cost, and schedule, which resulted in an enhanced system life cycle and more accurate Medicare payments to beneficiaries. Provided oversight over The Enterprise Change and Configuration Management project. Coached the PM in conflict resolution, client negotiations, monthly Dashboard, and budget forecast. Verified the development lifecycle for the Federal Marketplace. Recommended improvement of software development controls resulting in increased attention to software complexity, major critical error review and correction, and extensive unit testing. Identified the need for multiple test environments and a structured testing program that included milestone and stage gate reviews.
