disbursement of over $500 million in grants every
fiscal year and over $1 billion in payments
annually. I liaised with over 100 local agencies and hundreds of non-profits related to OES' grant
programs. I testified before the State Legislature and Congress on behalf of the Agency. I
collaborated with our Legislative Unit on all
proposals and Bills of interest in the Agency.
At OES, I was in charge of the State Administering Agency for the Emergency Management
Performance Grant and the Homeland Security
Grant Programs from the Federal Emergency
Management Agency; the Victims of Crime Act
and Violence Against Women Act at the United
States Department of Justice; and the Bureau of
Justice Assistance grants from the United States
Department of Justice. These tasks required me to
regularly work with all levels of the federal
government, local governments, and non-profit
organizations.

My varied and numerous professional experiences
have helped build the skills that would suit and

position. Currently I am a Government Relations
Consultant, I have worked with businesses, non-
profits, and local governments to provide public
affairs strategies and government planning.
Recently, I have worked with Weedmaps a
technology and media company in the cannabis
business space. In this capacity I managed the
daily interactions with state legislators, staff, the Administration, local governments, and

coordinated a public affairs strategy across
California to advance company priorities that seek to grow the cannabis industry.
In my past capacities at the California Department of Finance, the Governor’s Office of Homeland
Security, the California Emergency Management
Agency, and the California Office of Emergency
Services, I was responsible for such varied
activities as: creating, defending, supporting and implementing the Governor’s Budget; I have had
to work with and convince legislative staff,
constitutional officers, the Governor’s Office,
lobbyists and concerned citizens to approve the
Governor’s Budget; I ran the California Emergency
Management Agency department day-to-day and
all statewide emergency management issues; the
administrative function of a 1,000 position
department including budgets, accounting,
business services and human resources; I was also
responsible for the management and receipt of
federal homeland security, criminal justice, and
disaster assistance grants. Through all of my
various positions at these departments, I had the
administrative oversight for billions of dollars in federal and state funding. I held responsibility for multiple statewide grant programs including
homeland security grants, which required me to
maintain relationships with all 58 counties and all major urban areas. These relationships allowed
me to run effective and highly regarded statewide
grant programs. In addition, we could leverage
these relationships in our response to major
disasters.
When I was appointed as the Assistant Secretary
of Finance and Administration at the California
Emergency Management Agency (CalEMA), I was
responsible for managing all departmental
administration functions and a Grants Office with
over $2.0 billion in federal funding, $1.5 billion in bond and other state funds and thousands of
recipients. During my career in government I have
worked with and advised the Governor of
California, Secretaries of agencies, and legislators on all manners of policy, budget, and
communications issues. I have recommended
meetings, completed briefing papers for the
Governor and leaders of the Assembly and Senate,
and set daily agendas for Secretaries of agencies
and the units that I managed. I have been asked
for recommendations on international, national,
and statewide public safety issues. In this capacity I had to assess the criticality of meetings and
communicate effectively to establish focus and the setting of priorities that allowed the goals of the State and my agency to be accomplished. I have
been privileged to be trusted to make
recommendations and control the policy and
communication issues for homeland security,
criminal justice, and public safety issues across the State. I have intense experience communicating
both orally and in writing with the entire State of California, from the Governor’s office to grantees and press liaisons. I have experience speaking in
public in roundtable discussions, workshops, and
testimony in front of the Legislature and other
Commissions on behalf of the office. I have

represented the State before federal, state and
local government representatives. I have
coordinated across multiple departments in the
agency regarding our budget, grants, and the
overall existence of the agency; I have worked with both the California Assembly Speaker’s Office and
the California Senate President Pro Tempore’s
Office relating to major issues that affect the
State.
I was entrusted to be the Acting Undersecretary for the California Emergency Management Agency
during the first year of Governor Jerry Brown’s
Administration. As the Acting Undersecretary I
oversaw the day-to-day operations of a 700-person
emergency management and homeland security
agency. At Cal EMA, the proverbial buck stopped
with me. I was the final approval for all; external and internal communications, legislative and
congressional relations, budget implementation,
mutual aid approvals, emergency management
assistance compact approvals, and acting on
behalf of the Secretary when necessary. I was
responsible for all of the department’s response
operations (fire and law mutual aid), regional
operations (emergency management), technology
operations division (information technology and
statewide communications platform), training and
exercises, recovery operations, grant
administration, statewide critical infrastructure
protection, statewide planning, and departmental
administration. I was responsible for all facilities related issues for the department day-to-day and
all facilities related issues during emergency
response operations across the State. This
included setting up evacuation shelters, local
assistance centers and emergency operations
command posts. The Secretary and I were
responsible for reporting to the Governor’s Office, on all personnel, procurement, contracting, and
financial aspects of a 700-person agency with an
annual budget over $900 million. As the Acting
Undersecretary, I was one of a few State executives charged with ensuring the operation of the State
Fusion Center and ensuring relevant information
is analyzed and shared for use by law enforcement
across the State. I have testified before Congress, the California Legislature, and local government
on emergency management and homeland
security issues on behalf of Cal EMA.
My experiences have given me the needed and
required experience to make a valued contribution
to any business, but more importantly these
experiences have given me the ability to perform
the duties in your position description. In
addition to my technical and governmental
experiences, I have ample experience managing
