DUKE ENERGY (Formally Progress Energy) – NC & FL 2006 – 2019
Senior Project Controls Specialist – Asheville Combined Cycle Project, Charlotte NC (2017 – 2019)
Assigned on an interim basis to initiate new cost management tools and enhanced cash flow updating methods to streamline the monthly close out process. The project consisted of two trains of Duel Fuel Siemen’s Gas Turbine Generators and Siemens Steam Turbine Generators capable of producing 560 MW of Power at a Projected Cost of $750 million (M).
• Beta tested cost management tools (proprietary Excel reports with macros and formulas). Tools were implemented on the remaining project management and construction projects (approximately seven projects) resulting in consistent reporting while improving efficiency of PMC monthly business report review meetings.
• Reduced Cost Forecast effort from 4 to 2 days by implementing, along with Lead Scheduler, an integrated file to automatically update the EpC Contractor’s Cash Flow (over 450 payment milestones).
• Quickly trained subsequent Project Controls Team (3) on the utilization of the new tools enabling a smooth transition where the new team could quickly assess the status of the current cost to-date and projected final cost and inform Project Manager of any potential issues, concerns, or gaps.
Sr. Project Controls Specialist – Hines Chiller Uprate Project – Bartow, FL (2014 – 2017)
Led effective cost management and change control programs enhancing management’s knowledge of issues and potential gaps. Project was a design, procure, and construction effort to install Chilled Water Systems for four Combined Cycle 2 x 1 Power Blocks. Uprate added 220 MW to the Plant. Project came in $40 million under the $160 million budget.
• Accelerated (within 1 month) implementation of cost management program by bringing experience to the Project Team instilling confidence in the Project Manager that the program was effective and monthly cost reviews ran smoothly going forward.
• Prepared new FERC cost breakdown template for regulatory filing and property assets financial analysis which contributed to rapid rate recovery and property unit’s depreciation efforts.
Sr. Project Controls Specialist – Mayo Zero Liquid Discharge Project – Roxboro, NC (2011 – 2014)
Oversaw execution of engineering and construction on project involved engineering, procurement, and construction of a Thermal Evaporator Zero Liquid Discharge System including Feed System and Brine Mixing System with a total cost of $145 million.
• Coordinated Scope Change Review meetings between constructor’s estimators and owner’s estimators. Coordinated face-to-face meetings to resolve issues and questions to expedite approval or rejection process.
• Contributed to construction contractor claims analysis with legal advisors and Department Management which resulted in quick settlements.
• Improved the Final Job Report (FJR) by expanding checklist to improve effectiveness.
Project Controls Manager – Levy Base-Load Transmission Project – Lake Mary, FL (2010)
Led a team of Scheduler and Cost Specialists (3) on a significant transmission program (77 Projects). Program included Engineering, Land Acquisition, and Construction of two new 500/230kV Substations, 91 miles of 50kVLines, 88 miles of 230kV Lines along with upgrades to existing lines and substations.
• Implemented extensive invoice review process for multiple contracts associated with land acquisition, surveying, and initial procurement resulting in substantial cost savings.
Project Controls Manager – Roxboro FGD Project – Roxboro, NC (2006 – 2009)
Established the first PMC department effort to mobilize a Lead the Site cost management and scheduling team on four units Coal Plant Flue Gas Desulphurization (FGD) projects; a $750 million project. The four units produced 2,425 MW. The units were refitted with Limestone Forced Oxidation Wet Flue Gas Desulphurization Equipment to remove SO2. Also included with the Program was a Waste Water Treatment Facility consisting of Settling/Flush ponds and a bioreactor.
• Quickly developed and maintained contractor “discipline” performance and progress reporting which informed Program Management and Department Management of adverse trends.
• Initialed and led the first PMC effort in establishing and maintained monthly change order reviews and reporting which improved the forecasting effort.
• Coordinated schedule update meetings between engineering, constructors, and owner’s schedulers. This proactive meeting approach improved communications and understanding of team’s schedules.

Responsible for all project controls functions relating to cost control, planning and scheduling, performance evaluations and progress assessments, quantity takeoff and trend analysis, and process systems start-up status reporting.
Riverwood International Corp., Macon, GA: Engineering, procurement and construction of two projects: A pulp mill expansion project and a paper machine project to convert a paper machine from linerboard to coated unbleached carrier board production. $120 MM TIC. 1 MM direct work-hours and 200,000 engineering and PGM work-hours.
Roche Caroline Inc. (Subsidiary of Hoffman LaRoche, Inc.), Florence, SC: Construction Management of a grassroots pharmaceutical complex including a pharmaceutical tech center, a bulk manufacturing facility, and all associate infrastructure facilities to support facilities operations. TIC estimated at $450 MM.
UOP Spherical Catalyst Manufacturing Facility, Shreveport, LA: A “fast track” engineering and construction effort for a new spherical catalyst manufacturing facility including the addition of a fume collection system to an existing plant. $90 MM TIC. 800,000 direct work-hours.
Nutrasweet APM Expansion, Augusta, GA: A “fast track” construction effort for a new aspartame manufacturing facility, along with process technology upgrades to the existing facility. $75 MM TIC. 650,000 direct work-hours.
Atlantic Richfield Company, Watson, CA: Construction of a new 14,000 BPD stratco alkylation plant, a new MTBE plant, and upgrades to the existing alkylation processing units. $100 MM TIC. 1.2 MM direct work-hours.
