Technical Architect, SME – Allied Mission Group, April 2018 – June 2019 Senior System Engineer supporting Office of Acquisition, CBP. Network design, machine learning SME in Modeling and Simulations Lab, examining proposed network designs and analyzing performance data using ADTI tools. Modeling in R and serving as biometrics SME. Technical Architect, SNA-International, November 2017 – March 2018 Designed technical architecture for the DHS Rapid DNA Pilot. Roles include developing use cases, integrating the Pilot in the OBIM/IDENT infrastructure, working with OBIM on development of DNA support as a new biometric modality: IXM and MIS interfaces. The Pilot is the first attempt to examine the use of DNA in Federal Identification/Verification space and includes direct match, kinship validation and kinship search. Senior SME – CBP, Digital Management Inc. (DMI), 2013-2017 Customs and Border Protection (CBP) Technology Directorate, Office of the CTO: senior SME, covering mobility, biometrics, enterprise messaging, network management, machine learning, deep neural networks. Director of Business Engineering, Vonage, 2002 - 2005 Lead delivery of major telecommunications services for a pioneering OTT (Over-The-Top) provider of residential VoIP services. Designed and deployed LNP, E9-1-1, 311/x11, 4-1-1/DA. Conceptualized services, built requirements, formulated business rules, defined feature interactions handling, built BI/analytics support, negotiated with vendors/partners, managed multiple deployment projects and refining/refactoring business processes for deployed services. All services were First-in-Class, First-To-Market, and enabled rapid subscriber growth. Served as SME in SIP, SS7/Sigtran, Sonus GSX/PSX, call center management and regulatory issues. Consulting Managing Principal, Telefonica De Espana, 1998 As a member of project leadership lead five person fault resolution team in a large effort to re- engineer service delivery business processes. IBM team developed new IT strategy and lean customer support processes with total projected annual savings of $400M, including $30M in fault management. Presented to C-level executives and top IT management, reviewed various Telefonica’s research labs efforts (I+D). Mr. Welenson was a leading developer of fault tolerant OLTP applications and large SQL data bases based on Tandem Computers Non-Stop platform. He supported major financial accounts for Tandem from 1981 to 1986 and as an independent consultant worked for industry leaders in cable TV, telecommunications, state government and logistics industries (Comcast, Sprint, Federal Express, Texas Medicaid Program, C.H. Robinson) on long-term software development, database design and performance tuning assignments.
