-Served as the go to expert technical advisor to Agency Legal Counsel at Merit Protection Board appeal hearings and EEOC hearings on HR matters brought by employees.

-Represented the activity at Unemployment and Workers’ Compensation Program and employee grievance hearings.

-Selected as a member of several Air Force and Major Command level HR program evaluation teams.

-Served as an EEO Investigator I performed investigations and mediations of numerous of complaints of discrimination filed by employees of various Federal agencies and activities.

-Conducted a number of “Climate Assessment Surveys” to ascertain underlying causes of problems within an organization, activity, or agency.

SUMMARY: I have held the Civilian Personnel Officer (CPO—now called HRO), GS-201-12, Full-time, 12 years, at two Air Force installations with responsibility for overseeing and administering the entire HR program for nearly 1,000 Federal civilian employees. I had supervised a staff of seven (7) direct report Branch Chiefs who were responsible for ensuring the day-to-day work of the entire gamut of HR functions was properly carried out, to include recruitment and placement, classification of positions, performance management and evaluation, Equal Employment Opportunity (EEO)/Affirmative Action, Drug and Alcohol, Workers Compensation, training of employees, supervisors and managers on HRO policies, discipline and adverse action programs, Labor and Employee-Management programs, leave and absences (i.e., vacation, sick, military, FMLA) programs for exempt and non-exempt employees. Developed plans for implementing changes in the HR programs caused by changes in law or policy. I was the installation commander and senior staff’s principal advisor regarding all matters related to Federal civilian employees. Conducted on-scene or telephonic investigation hearings into those assigned cases which involved taking sworn testimony, preparing affidavits or declarations under penalty of perjury from the complainant, involved management official(s), and witnesses identified by me as being relevant to the issue(s). Upon completion of the investigation, prepared a written Report of Investigation, an investigative file containing all the testimony and relevant documents, and returned it to the installation of origin of the complaint for the Commander to render a decision relative to whether or not discrimination occurred.

As GS-201-14, I supervised eleven Human Resource Specialists, GS-201-13 (nine in the US and two in Europe) and three Administrative employees involved in the performance of investigations of allegations of discrimination from Department of Defense employees throughout the United States and all of Europe. These investigators performed duties described above. I made case assignments, reviewed and approved employees’ completed investigations, evaluated and prepared performance ratings, approved leaves and absences, counseled, rewarded, and disciplined employees. Resolved complaints from Commanders regarding matters of concern or dissatisfaction arising from how my employees conducted investigations.

I have prepared and conducted presentations to the Deputy Assistant Secretary of Defense and Deputy Assistant Secretary of the Air Force and other senior Air Force officials on civilian personnel and EEO matters.

I have conducted “Climate Assessment” of some Department of Defense activities to identify areas where problems existed in the areas of personnel and discrimination and prepared reports with findings and recommendations.
