I am writing you on my interest in a position with the Federal Government or Census Bureau. It is my goal to work with Census 2020. I have strong credentials, in leadership, communication, analytical and organizational skills. I held the position of Chief Financial Officer for Bradley Connections an internet company as of May 2019. In addition, I prepare taxes for H & R Block during the tax season, January through April every year, 2019 is the sixth year employed with H & R Block. I moved up certifications to prepare higher level tax returns. From July 2018 to May 2019, I worked with Santa Clara County as Manager of Candidate Services. Responsible for managing candidates, measures, central committees and financial reporting per California law and regulations. In 2014 I worked as Regional Human Resources Manager for 3 Hotels in Santa Fe New Mexico. At the end of 2010, I completed my term of office as New Mexico Secretary of State, serving four years as the state’s Chief Election Officer. I was appointed by the National Governors Association and served as a member of the U.S. Election Assistance Commission Advisory Board and Standards Board, serving eight years. I was an active member of the National Association of Secretaries of State and previously served as chair of the NASS Elections Committee. Prior to my election as Secretary of State, I was elected two terms as Bernalillo County Clerk, elections officer for the largest county in the state, which comprises thirty-four percent of the state’s 1.15 million registered voters. Prior to the time I served as an elected official, I worked 26 years at Bernalillo County, beginning my career as a clerk-typist and eventually advancing to Assistant Comptroller and Human Resources Director. Over my professional career, I became an experienced manager, and just recently I worked for a bi-lingual newspaper, marketing and planning for growth and expansion. I am a board member of the Loan Fund, a non-profit organization and was hired to write operating manuals for the reporting and accounting division of the organization.

My administration experience began in the early 1980’s as Bernalillo County Accountant Supervisor/Budget Analyst. My duties included working on contracts for Bernalillo County. I served on numerous committees with County Management administering the County’s operations. I served on several management committees, bid specifications committee, capital projects committee, personnel committee, budget committee, etc. I was member of management union teams, negotiated with the 5 unions. I was responsible for training staff in accounting, auditing and budget preparation. I attended and assisted the Finance Director in the presentation of the County’s budget to the public and Board of County Commission. I was appointed by the Supreme Court Judges to serve on the State Grievance Board and appointed by the State Auditor to serve on the Accountability Committee, training other counties throughout New Mexico in budgets and fund accountability. As Assistant Comptroller, I participated in all aspects of short and long term planning, the county’s goals and policies and assured all departments were in compliance with state laws, ordinances, resolutions, policies, rules and regulations, contracts, purchasing, finance and procedures adopted by State Legislation and by the Board of County Commissioners. In 1989, I was fully responsible for the development and oversight of the county’s multi-million dollar budget. My responsibilities included oversight and approval of all financial activities for all departments and projects. I served on the capital projects committee, grievance board committee, bond issue committee, union negotiation committees, management budget committee, jail committee, audit committee and purchasing contracts committee appointed by the County Manager and Finance Director.

I obtained my bachelor’s and master’s degrees in business administration taking evening and weekend classes during my career while raising my children. I have also been very active in leadership of professional and civic organizations. In 2009, I was elected (the first female) president of the National Association of Latino Elected and Appointed Officials (NALEO), a 6,000 member non-partisan leadership organization. I also served as Chair of Board of Directors of the Rio Grande Credit Union in Albuquerque. Throughout my career I have mentored, encouraged and supported educational opportunities, professional development and advancement for women, minorities and younger, inexperienced individuals with ambition.

My four-year tenure as Secretary of State was highly successful and I accomplished the goals and objectives identified when I ran for office in 2006. Some of the goals and objectives accomplished included implementing numerous election reforms, supported changes to state laws and updated policies, procedures and administrative rules to save money and improve election accessibility, training and management. I established and maintained effective working relationships with State, Federal, and other local officials, elected officials, several agencies and the public. In addition, the fiscal year 2010 audit report was completed before the deadline, had an unqualified opinion and had zero audit findings.

In addition, As County Clerk, elected official at County level, all my goals were accomplished. I have 10 years full-time experience in elections. I also have a combination of years of experience in management, purchasing, accounting, budgets, contracts, finance, and policies. I have experience in all areas of human resources, labor relations, and lobbying the State Legislature on elections laws, public records and several governmental issues. In this position, I assisted in the Census by providing district maps, and assisted with educating the public of the importance of the Census for the community.

I have for many years been elected or appointed to Boards and Commissions where I gained additional experience in sales, marketing, fundraising, investments, public relations, public speaking, and presentations. During my tenure as Secretary of State, and County Clerk, I assisted the Management team in New Mexico during the 2010 Census, educating the public and assisting in the outreach.

I am willing to relocate if necessary and travel if the job requires traveling. I just recently moved to Henderson, Nevada, location in Henderson or Las Vegas, Nevada.
