Services:

Offshore Rig Fabrication – has complete panel line system, block assembly facilities with mobile sheds, stockyards, blasting halls, heavy lifting machineries and equipment for off-shore rig structure fabrication works. Has successfully fabricated and delivered complete lower hull sections of semisubmersible oil rigs on schedule and with good safety records.

Shipbuilding – building specialized vessels including harbor tugs, offshore support vessels, tankers and multi-purpose vessels to customized design. Competitive and are able to meet requirements especially for vessels up to 10,000 deadweight tons (dwt).

Ship repair and Conversion - offers the biggest range of docking facilities, operates one graving dock, a ship lifting system with eight dry berths for ships of all sizes up to a maximum of 350,000 dwt.

Duties and Responsibilities:

Enforce all safety procedures and instructions and stop any work or operation that:

oViolate any safety procedures or instructions, or,

oWould endanger life or property.

Advice management on all matters pertaining to safety.

Plan and implement safety programmed and promotional activities that will improve safety awareness.

Investigate and report all accidents, recommend corrective actions and verify approved corrective actions taken.

Brief and instructs subcontractors on the HSE procedures and instructions that they and their employees must comply with.

Deploy HSE Coordinator/Promoter to monitor and maintain safety, prevent and fight fires, respond to accidents and control environmental hazards.

Inspect physically, with the application of hot-work permit, the area of intended hot-work, especially in compartments or pipelines which contains explosive or flammable substances/gases

Gas-free compartments, tanks or pipelines for flammable vapors using combustible gas detector.

Certify permits found safe for commencement of work.

Monitor and inspect work activities to ensure that work practices are carried out safety in all work operations.

Conduct safety firefighting training & fire drills

Assist the Project Managers/ Repair Superintendents to implement HSE roles on board vessels.

Arrange and participate in periodic safety inspection of work areas.

Exercise authority to stop work when need arises.

Maintain liaison with the Government agencies like Department of Natural Resources, Bureau of Working Conditions, Bureau of Fire and etc.

Maintain and control daily HSE practices with regular checks of work sites, ensure that hazards are identified, precautionary measures are taken and advice trades Supervisors on HSE matters.

Monitor and control implementation of all procedures related to the maintenance and effectiveness of safety, lifesaving and emergency equipment and inspect work activities and equipment to ensure correct operation and that procedures are implemented.

Ensure that Health, Safety and Environmental programs and procedures are communicated and understood by all on-site personnel and participating in giving lectures through Training Programs and Safety Tool Box Talks.

Promoting safe working systems and procedures. Monitor and advise on proper application of “Permit –To-Work System, participating in actual “Job Watch” as and where necessary; such as using access to work, scaffolding, confined spaces, etc. and ensuring that all safety regulation and practices are adhered to. Arranging and Organizing Safety Committee meetings and discussing the various accident/near miss case histories, and safety alerts.

Safety inspection of all equipment and tools using at site and keep records.

Coordinating and participating in identifying and evaluating HSE hazards/risks and recommend measures to reduce them.

Maintaining adequate stocks of Health, Safety and Environmental (HSE) equipment (PPE).

Ensure that HSE is managed with the diligence accorded to other critical business activities and that environmental and occupational health issues receive greater attention.

Support actions to ensure that contractors manage HSE in accordance with Company Policy

Assist with the development and maintenance of Emergency Response procedures in order to reduce the risk to personnel, assets and Company reputation. To conduct emergency exercise to verify the effectiveness of these procedures.

Participate as a leader or member of an emergency situations team, providing first line decisions concerning containment of emergency, assist the On Scene Commander and participate in detailed first aid or emergency action dictated by situation, provide reports on situations existing at the time of such incidents and present comments on cause and possible remedy measures.

Inform management immediately of any unsafe acts by personnel or unsafe conditions of project/ company and system.
