Scope: 12,000+ employees, 4,000+ department owned/leased properties and $10 billion annual budget. Directed the Bureaus of Office Services, Equal Opportunity, Innovations, Fiscal Management, Human Resources and Information Technology in support of Highway Administration, Driver and Vehicle Services, Multi-Modal Transportation and Planning Deputates.

§ Transformed organizational culture through the agency’s first comprehensive Diversity and Inclusion (D&I) Program.

o Collaborated with external partners to deliver external outreach sessions statewide to attract small and diverse businesses to bid on PENNDOT contracts.

PENNSYLVANIA DEPARTMENT OF THE AUDITOR GENERAL, HARRISBURG, PA As Chief of Staff to Pennsylvania’s Auditor General, developed internal policies, oversaw internal and external communications strategy, and led daily operations of the Department. As Deputy Auditor General for Administration, directed Human Resources, Information Technology, Support Services, Budget and Financial Management, Training. Served concurrently in both roles during tenure.

§ Restored fiscal stability and balanced the budget at a time when the agency was projected to miss two payrolls at the end of the fiscal year.

o Increased the use of technology to improve efficiency of audit field staff. o Maximized cost efficiencies and savings through collaborations with other Commonwealth agencies. o Implemented telework policy for field staff throughout the state.

DELTA DEVELOPMENT GROUP & GOVERNOR’S OFFICE OF THE BUDGET HARRISBURG, PA As a private consultant, expanded the firm’s number of clients through successful marketing efforts and excellent client support.

• Supported clients as subject matter expert in Commonwealth’s Redevelopment Assistance Program (RACP). o Guided clients through grant application submission and compliance with program regulations and State laws.

o Secured $30 million in grant funding for the firm’s clients, statewide.

• Served as contract consultant to the Governor’s Office of the Budget for the RACP. o Managed 19 separate and distinct projects statewide during nine month consultant contract. o Responsible for advising grantees on compliance with State law and regulations including project scope requirements, conducting site visits and reviewing payrolls. o Developed detailed reports for the Governor’s Office of the Budget that were on-time and on-budget. SPECIAL ASSISTANT TO THE GOVERNOR, JANUARY 2003-MARCH 2008 OFFICE OF THE GOVERNOR OF PENNSYLVANIA, HARRISBURG, PA As a direct report to the Governor of Pennsylvania, managed all discretionary (capital and operating) funding programs.

§ Responsible for the RACP for economic development projects with minimum project costs of $1 million. o Worked closely with stakeholders including developers, local governments, economic development agencies, elected officials at all levels of government. o Coordinated media events with Governor’s Office of Communications. o Partnered with other Commonwealth agencies.

§ Responsible for the Public Improvement Program for Commonwealth-owned facilities. o Led the development of five-year capital spending plan which included collaboration with Cabinet officials and presenting recommendations to the Governor.
