Van de Kamp Innovation Center Retirement

Executive Director, Van de Kamp Innovation Center & Associate Vice President

Center Director for the new Van de Kamp Innovation Center. I provide administrative leadership for the construction and renovation of the site valued at over $82 million. I also lead the coordination and allocation of space for the various non-profit tenants to the Center. I also work with community-base organizations to develop college curriculum and vocational/certificate training courses to meet the needs of the community. As Center Director, I develop and manage all the Business Services functions (i.e., annual budget process, procurement, contracts, facilities, human resources, IT, accounting and finance, test and evaluation, commissioning and security, etc.).

As District Emergency Preparedness Manager, I created a comprehensive emergency preparedness and response plan for natural and man-made disasters such as earthquakes, floods, fires, civil unrest and acts of violence by individuals or groups for the colleges and district office that fully complies with the NIMS/SEMS/ICS. I also plan, coordinate, and conduct emergency preparedness training and simulations for district executives, administrators and district office personnel and support similar training at the campuses. Co-chair of Region 1 of the Disaster Resistant California Community College Task Force for emergency management and preparedness.

Los Angeles City College (2005-2009) Associate Vice President, Administrative Services

Led and directed the Administrative Services division, which includes financial, budgeting and business operations; facilities; procurement; human resources; campus security and police; risk management; disaster preparedness & emergency planning; worker’s compensation; reprographics; bookstore; audio/visual; and computers and information systems.

Rio Hondo Community College District (1999-2002)

I provided senior leadership and vision for all aspects of college-wide business operations and services, planning and institutional effectiveness. Transferred over $100 million of dual-use technologies and systems for commercial applications.

Led and managed the Small Business Innovation Research Program, Cooperative Research and Development Agreements, Educational Outreach Programs, and other grant mechanisms, valued at over $85 million.

Successfully managed 15 Defense Advanced Research Projects Agency projects valued at over $70 million.

Technical Director, West Coast Office

Senior Technical Advisor to the Laboratory Commander on technology development, testing, strategic planning and overall financial investment strategies. Laboratory focal point and manager to system program offices for acquiring new advanced technologies and test facilities to support their complex and demanding missions.

Initiated and received additional annual funding of over $50 million for new space and missile technology investments through grants and funding from various organizations and agencies.

Director of Systems Engineering

Managed, supervised, and directed all aspects of system engineering and testing, system effectiveness and advanced technologies for the $589 million Kinetic Energy Weapon System concept.

Developed the systems engineering plans for all facilities, demonstrations, and acceptance testing, which saved the government over $25 million.

Directed and developed the Strategic and Fiscal Master Plan for the Star War Initiative (SWI) dealing with high-energy weapon systems.

Hughes Aircraft Company AFPRO (1985-1988)

Directed and managed all engineering activities, and program and financial management issues for multiple defense weapon systems valued at $4.23 billion.

Saved the U.S. Air Force over $55 million in recurring costs by eliminating redundant testing and non-value documentation.
