• Managing strategic planning and the self-sufficient operation of statewide correctional factories or operations within 18 State Correctional Institutions that include product manufacturing and service industries.
• Overseeing industry operations (including safety and security), budgeting and P&L, procurement and accounting, customer service, contract development and negotiation, product pricing and sales, new customer development, and new industry initiatives.
• Directly and indirectly supervising 200 civilian staff and 1500 inmate staff.
Major accomplishments during service at the Department of Corrections (DOC):
• Consistently increasing sales and profitability despite difficult economic conditions and State budgetary restrictions.
• Maintaining steady inmate employment through growth in manufacturing and service industries to enhance our mission of preparing offenders for successful reentry.
• Implementing statewide strategies to centralized commissary order processing and centralized laundry operations, leading to annual cost savings of over $10 million for the PADOC.
• Negotiated supplier contracts which lead to annual profit of $2 million which represents a $4 million positive swing in P&L for the commissary operations during the past 8 years.
• Initiating development of an Offender Workforce Development and Reentry Assistance Program designed to assure successful reentry of offenders and reduce recidivism.
• Successfully implemented an SAP ERP system, including defined business requirements to ensure business continuity.
• Developing standardized safety training for all new PCI inmate staff in each industry.
• Eliminating unsustainable industry operations, and reorganization of existing operations and staff for enhanced efficiency.
