Director, Risk Services/Legal Management 2002 - Present Manage insurance, risk, legal, workers’ compensation, environmental health and safety, and purchasing departments for a multi-college District with more than 4,000 full time and part time employees. Specific areas of responsibility included litigation management; claims and settlement procedures; developed more than fifty standard contracts templates, manage independent contractor/professional expert processes; workers’ compensation program oversight; construction dispute resolution; draft and revise district/college policy and procedures; safety and risk control including data analytics and training; Serve as Joint Power Authority Board Secretary, and on Claims, Coverage and Underwriting Committees. Supervise up to 12 paraprofessional employees. Responsibilities include planning, implementing, and managing programs and activities of the Risk Services department. Responsible for reviewing and drafting contracts, managing the District's litigation, liability and property claims; integrating applicable insurance coverages with the District's third party administrators and brokers; provide claim and litigation updates to District leadership and make recommendations for assignment of legal counsel; manage the District's general liability, property, directors/officers, student medical, marine, aviation, and other specialized insurance programs; Implement a District-wide Owner-Controlled Insurance Program for all risks relating to construction and related professional services for District bond measures. Manage and oversee the District’s workers’ compensation program; Supervise more than 40 environmental health & safety programs, Implement and sustain effective loss control programs spanning all District operations; Effectively manage all District legal matters; and provide highly responsible and complex administrative support to the Vice Chancellor in a variety of risk and non- risk related areas such as land development, Title IX, Clery Act compliance, Free Speech, Student Code of Conduct proceedings. Participate in mediations, arbitrations, settlement discussions, and litigation for matters relating to the District.

Additional duties include identifying and evaluating risk exposures arising from all District operations and recommend methods of risk avoidance and mitigation; Drafting and/or review of proposed District contracts, ensuring legal sufficiency and risk assessment are in the District's best interests to the extent attainable; Interpret federal law, state law, legal opinions, policy, procedures, regulations, ordinances, and other authority and apply to departmental and District operations. Establish and maintain effective contract submission and review procedures for District departments to ensure proper review of proposed District business activities; Plan and recommend suitable insurance coverages and assess acceptable levels of assumption of certain risks; Manage relationships with District’s insurance brokers and third-party administrators; Determine types and levels of insurance coverage necessary to effectively protect the District's personnel, assets, and operations, at the most favorable coverage and cost terms, while considering the impact on effective business operations;

Coordinate loss control activities in cooperation with campus/district operating units and to work with campus/district units in identifying and correcting hazardous conditions; implement programs and procedures to eliminate or reduce exposures when appropriate. Conduct safety inspections and audits of hazardous materials.

Review District standard and non-standard contracts with outside entities, contractors, and vendors to determine legal sufficiency, risk impact, and clarity; Direct and manage the claims and legal matters of the District and its Colleges; Ensure that District insurance is available to cover contract requirements and to assure adequate protection of the District; Oversee the administration of all property and liability insurance claims with insurance companies, third party claims adjusters, and insurance brokers.

Manage and provide direction to the District’s workers’ Compensation Program; facilitate effective cross-communication with District Human Resources for overlapping issues relating to employee injuries; Supervise and direct the District's Environmental Health & Safety Programs, including establishing and sustaining legally required training activities. Work cooperatively and directly with appropriate District/College personnel in assessing and mitigating workers’ compensation related risk exposures.

Maintain effective risk management, environmental, contracts, and other training programs as required, and as deemed necessary for the best interests of the District; Administer the District's

"Claims for Damages" procedures; work directly with third party liability claims administrator and assigned legal counsel toward effective disposition of District claims and litigation. Develop and manage budgets for all District Risk Management Programs; Draft and update District Policy and Administrative Procedures relating to "General Institution" and "Business Administration" as needed; Ensure Risk Services Programs are compliant with state and federal law requirements; Provide updates to departmental staff and to District departments concerning changes in law relating to Risk Services Programs.

Maintain effective accident/incident reporting and claims procedures for District departments, including documentation and handling protocols; Supervise the selection of business partners who provide services to the District, such as insurance brokers, claims administrators, and legal counsel; Draft variety of complex documents, such as Requests for Proposals, contracts, resolutions, reports, legal matter assessments, briefs, statistical data, and other documents; Maintain required reporting programs, such as OSHA, California Department of Industrial Relations Workers' Compensation and Labor Compliance reporting; Identify model community college Risk Services "best practices" and adjust departmental operations to reflect changing conditions; WILLIAM F.
