MILITARY EXPERIENCE
PROJECT MANANGEMENT INSTRUCTOR, Systems Acquisition School, Brooks AFB, San Antonio, TX 1995-1997
Principal Instructor for Acquisition Management for Air Force Material Command’s premier leaning center. Developed curricula for the constantly changing requirements of the Air Force and the Federal Government. Taught thousands of professionals in the Air Force the latest methods of acquisition while working with a close-knit educational cadre of military and civilian instructors and educators.
PROJECT MANAGER, JOINT TACTICAL INFORMATION DISTRIBUTION SYSTEM (JTIDS), Electronic Systems Center, Hanscom AFB, Bedford, MA 1992-1994
Successfully ran the multi-million dollar source selection of the third and fourth lots of JTIDS production. Worked closely with various Government agencies and allies to acquire the hardware necessary for continuing air and fleet missions. Conducted the source selection with Rockwell Martin and GEC Marconi, bringing the process in on time and within budget. JTIDS continues to be the state of the art radio system used by the US Military and its NATO allies for high jam resistance, high-speed secure communications.
PROGRAM MANAGER, PUERTO RICO OPERATIONS CENTER (PROC), Electronic Systems Center, Hanscom AFB,
Bedford, MA and Punta Salinas, PR 1991-1992
Acquired, installed and successfully tested an air surveillance system for the Puerto Rico Air National Guard. Worked with Military and Litton contractors to help gain real-time intelligence on flights coming within radar range of the military assets on Puerto Rico and fed that information to other Government agencies for possible interdiction.
TEST DIRECTOR, CARIBBEAN BASIN RADAR NETWORK (CBRN), Electronics System Division, Hanscom AFB,
Bedford, MA and Various Radar Sites 1987-1991
Oversaw all testing on a White-House initiated program for radar surveillance of the Caribbean during the initial assaults of the “War on Drugs” Campaign. Built test plans and protocols for radar sites throughout Central and South America. Created, coordinated and ran field operation and flight testing for Westinghouse TPS-70 radars in several locations, including Panama, the Dominican Republic, Honduras, and Colombia.
