Served in multiple roles including CTO, Chief Engineer, and Marketing for startup company to develop launch vehicle for smal l satel l ites (Triton Systems). Performed engineering design and mission performance to initial ly validate concept capabi l ities. Conducted research and developed business case and profit potential for smal l satel lite market. Developed and presented concept to venture capital ist, investment bankers, and government agencies (including COTS proposal).

Business development manager for MEI Technologies, a smal l engineering company serving NASA and DoD. Developed pipel ine and pursued opportunities from qual ification through capture and proposal . Created technical proposal sections for KSC and JSC engineeri ng support contracts. Served as US representative for Ital ian company (INSTALL srl ). My mission was to generate business to enter US market for the marine survey services. Marketed INSTALL services and technologies to upstream companies based in Houston, Tx. Identified prospective companies, made cal ls, and presented marketing material . Supported the development of bid and proposals offshore field developments in Mexico.

Served as senior consultant to Maritima Internacional, a Mexican shipping and oi l services company. Promoted the lease of Maritima vessels to US companies working in Mexican waters. Also supported Maritima work by locating and leasing specialty US vessels.

CEV Parachute Project Manager:

Initiated project through negotiations with customer converting requirements into long term contract. Bui lt multi -discipline team from engineering, qual ity, procurement, finance and controls to successfully execute the project. Total budget, performance and personnel responsibi lity. Managed integrated earned value cost and schedule reporting monthly to customer. Developed systems engineering processes, developed team, and managed requirements and l ife cycle reviews.

Procured and managed geographical ly diverse team of subcontractors. Developed qual ity plan and support. Performed review of offsite manufacturing qual ity as wel l as compl iance with JSC manufacturing processes.

Implemented risk management and configuration management process across team.

Developed detai led test plans to fulfi l l verification of requirements and qual ification for human fl ight.

GSE/TSE Systems Development:

Responsible for planning, development, and test of Ground Support and Test Support Equipment for NASA docking system. Design and manufacture of GSE/TSE to support qual ification and acceptance tests. Supported ful l range of environmental, structural, and vibration test planning, coordination, and execution.

X-38 Program/Project Manager:

Led contractor team in development of test vehicles and X-38 prototype of maned re-entry vehicle. Total P&L responsibil ity for multi -discipline large scale aerospace vehicle development program. Responsible for technical management and mentoring of approximately 110 project personnel . Managed team of 6 project managers.

Provided for the integration and communication between the various engineering disciplines as wel l as quality and test support. Performed risk assessments and incorporated mitigation plans with customer concurrence.

Managed the design, manufacture, procurement, and assembly of the vehicle. Tracked and reported technical and financial performance based on earned value methods.

Special Projects Section Manager:

Managed an average of 26 personnel in engineering, financial, and qual ity disciplines. Responsible for assignments of personnel supporting ongoing projects, career growth and training, work processes and qual ity. Engineering Department Deputy Manager:

Managed approximately 220 personnel and 7 section managers as interim engineering and sciences deputy director in the support of NASA programs. SYSTEMS ENGINEERING & INTEGRATION

Development and execution of systems engineering processes for NASA fl ight vehicles and components. Provided assessment of customer needs, developed concept of operations, analysis of mission, and translation into upper level requirements. Developed and documented detai led requirements and managed requirements throughout program using tools such as DOORS. Defined verification methods and test plans. Prepared and supported l ife cycle reviews.

Implemented successful technical change management processes and cross discipline communications.

Provided assessments of interfaces, long lead items, and technical risks. Developed test plan and processes for qual ification of space fl ight ha rdware.
