Inclusive of my work history and skill set is 10 plus years of contract acquisition and operations management in support of several government agreements. Professional Accomplishments:

•Consensus Builder-The award of a Flight Worthiness Certification against a strict deadline and opposing viewpoints, requiring coordination and negotiations with several Government agencies and acknowledgement of each viewpoint prior to agreement.

•Contract Management-Resolution of a late delivery and potential cost impact is attributed to collaboration with the government, program management, and production. The customer provided authorization to borrow the government furnished equipment needed to complete the delivery requirements from another program with available inventory. A written agreement documenting the terms and conditions was executed.

•Resolution of Complex Contract Issue- The award of a modification to an existing agreement in work for 6 months or more due to the level of difficulty, ambiguity of the contract and availability of government resources. The modification re-set receipt of cash expectations by authorizing the invoicing of several events collectively valued over 30 million and correction of the applicable sections of the contract to ensure alignment throughout the government agreement.

•Innovative Thinking- Negotiated with the government liability insurance for the use of a government owned 20-year-old test aircraft comparable to the age and condition of the GFE. In the past the liability insurance was settled on several contracts for an overstated value due to lack of supporting data available under the Mesa, Arizona defense business unit. The Army’s price for a new aircraft was used to determine the overstated liability value. Research and investigation of the use of the aircraft on other sites was instrumental in finding a value comparable to the age and condition of the aircraft. As a result the government agreed to liability insurance at the lessor value.

•Process Improvement- Presented monthly learning opportunities in staff meetings, to help lessor experienced teammates understand and navigate the various sections of the contract.

•Negotiations-While engaged in extensive and complex negotiations concerning the intricacies of the delayed deliverables and working outside of the confines of the negotiated contract, an agreement was reached allowing invoicing of a partially completed Firm Fixed Price effort. This task resulted in a detailed evaluation and a thorough analysis of the data, which afforded the government an understanding of the problem and substantiation of the percentage of work completed. The $650K owed was used for over and above activity instead of being returned to the government.

The primary responsibility as the pricing and domestic contract representative is to secure existing and follow on opportunities, ensuring maximum profit potential, optimum terms and conditions, management of deliverables and client relationship. Areas of responsibility include the following:

As newly elected President of this organization in 2014 I was faced with declining membership and waning interest. After an in-depth analysis of the organization, I re-structured my leadership team, re-defined our mission and have since increased membership, via educational and professional development events. Participation grew from less than 50 attendees to over 100.
